The Office of Foreign Disaster Assistance (OFDA) of the U.S. Agency for International Development is recruiting for a TRAVEL SPECIALIST.

RESPONSIBILITIES
The Travel Specialist will coordinate travel arrangements for office personnel including travel authorizations, country clearances, reservations, and vouchers. The Travel Specialist will also establish a real time record of all itineraries and coordinate passports and visas. Other work as needed by the office.

STATEMENT OF WORK
Coordinate travel arrangements for BHR/OFDA's Program and OE funded personnel and participants in response to relief and rehabilitation assignments.  Based on historical data and current conditions, provide OE and program funded travel projections.

Utilizing the Agency's automated travel documentation management application (“Travel Manager”), the Program Operations Assistant (POA) will be responsible for the preparation of travel authorizations in accordance with the Agency's travel regulations, including drafting and obtaining appropriate country clearances for international travel. The POA will make all travel-related (i.e. hotel, air, and ground) reservations (domestic and international); utilizing the Agency's New Management System (or subsequent system(s)), make sure appropriate accounting data information is applied; obtain appropriate clearances and signatures; amend travel authorizations if necessary; provide alternate routing options if necessary; track travel authorizations, reservations and vouchers; provide traveler with completed Travel Authorization, tickets and travel advance.

Meet with each Disaster Assistance Response Team (DART) prior to departure to the field to ensure all necessary forms are completed related to cash advances and provide instructions/guidance on travel regulations.

Assist traveler with preparation and submission of travel voucher package; audit voucher.  Provide Financial Management (FM) with completed vouchers within four days of receiving them from the traveler.  Track vouchers sent to FM and follow-up with FM to ensure payments in made in a timely manner.

Coordinate, as necessary, passports and visas with USAID Travel office.

Establish and maintain a "real time" record of all current travelers and their itineraries.

QUALIFICATIONS
College degree in international affairs or related field OR HS diploma and four years international travel experience preferably for a USG agency. Familiarity with USAID travel issues a plus. Ability to work under pressure in team atmosphere. Basic computer skills (WordPerfect for Windows and Lotus 1-2-3). Ability to communicate. U.S. citizen. Employment is contingent on the candidate's ability to qualify for a secret clearance with USAID. Closing date: November 30, 1998. Salary range is $23,876 to $38,199.
