Senior Program Officer – Statement of Work

The contractor will be assigned by BHR/OFDA to USAID/BHR/OFDA’s Kosovo Program Office as the Senior Program Officer on a temporary basis.  The term of this temporary duty assignment is initially for a one year period but could be extended contingent upon program needs and a review of the employee’s performance after three months.

The Senior Program Officer will provide in-country representation and leadership for BHR/OFDA in support of the following four stated responsibilities for BHR/OFDA’s Kosovo Program Office: 1) monitoring, coordination and reporting of ongoing BHR/OFDA grant programs in Kosovo; 2) monitoring and reporting on the overall humanitarian assistance situation in Kosovo; 3) coordination and liaison with NGO, IO, UNMIK, UN agency, and USG personnel on humanitarian matters; and 4) guidance and strategy development for additional BHR/OFDA areas of humanitarian response in Kosovo if required.

The Senior Program Officer will be responsible for the overall in-country management of OFDA humanitarian response activities and functions in Kosovo. The Senior Program Officer reports to the Regional Team Coordinator for Europe and the senior USAID official in Kosovo.  Inherent in these responsibilities is the management of BHR/OFDA contractor and foreign service national personnel assigned as members of the Kosovo Program Office.  The Senior Program Officer is responsible for all facets of BHR/OFDA Kosovo Program Office operations, as specifically outlined below, and will oversee operations including assessment, planning, management, communications and evaluation.

The specific duties of the Senior Program Officer shall include but not be limited to the following:

1. Manage daily office activities including personnel management, office security, assignment of office functions and duties, ensuring the implementation of USAID/Kosovo Mission working policies and procedures, reporting requirements, authorizing travel, and establishing performance criteria for the office personnel.
 2. Participate in the development of a comprehensive USG humanitarian assistance strategy with specific recommendations for program and sectoral interventions, performance criteria, measures of effectiveness, and transition to longer-term sustainable development interventions.

3. Coordinate BHR/OFDA and U.S. Government humanitarian assistance programs with other donors, UNMIK, NATO/KFOR, UN operational agencies, NGOs and IO representatives to maximize effectiveness, avoid duplication and optimize resources.

4. Monitor and evaluate implementation of BHR/OFDA-funded programs through site visits and close coordination with BHR/OFDA’s implementing partners, and report findings and evaluation to BHR/OFDA.

5. Oversee office reporting on humanitarian conditions, relief operations and trends, and implementation of BHR/OFDA-funded projects.

6. Ensure the daily systems and processes of office operations, both administratively and programmatically, are carried out effectively and efficiently; provide assistance and recommend changes where necessary.  Coordinate with USAID mission personnel to request support in the area of lodging, finance, payments, motorpool assistance; and establish accountability systems for BHR/OFDA equipment and resources.

7. Represent BHR/OFDA at country team meetings and assist the US Office in Pristina (USOP) when directed by USAID Mission Director.  Such assistance may include serving as control officer for official delegations or visits, preparing briefing materials or serving as briefer on the humanitarian situation, or other activities in support of USG interagency humanitarian coordination.

8. Make recommendations to BHR/OFDA/Washington on extending existing grants, considering new grant proposals, and considering new initiatives for BHR/OFDA to assist the humanitarian situation.

9. Establish regular and effective reporting and communication channels with BHR/OFDA/Washington and with senior U.S. officials in the country.

10. Ensure that USAID/Kosovo Mission’s media policy is followed by office members.  Approve all official communiqués, cables and other correspondence.

11. Perform duties and functions as needed and as assigned by the BHR/OFDA/DRM/EMCA Regional Coordinator.

QUALIFICATIONS

1. Minimum three years experience in humanitarian relief operations, with expertise and specialized experience in the area of program management and strategy development.

2. Minimum academic experience of a four-year academic degree.

3. Strong familiarity with international NGOs, their capacities, mandates, and operational structure.

4. Experience working in complex emergencies with UN agencies, international organizations, and multiple non-governmental organizations under conditions of insecurity.

5. Past experience at the headquarters-level and country office level in program management.  Past experience as a leader and manager by having successfully coordinated and managed the activities and actions of office and subordinate field office personnel.  Experience in establishing and ensuring compliance with policies and procedures relating to the safety and security of personnel of the office.

6. Good knowledge of basic humanitarian relief sector issues: health, shelter, food, water/sanitation, non-food, agriculture, logistics, UN organizations, etc.

7. Experience in reviewing grant proposals from non-governmental organizations for humanitarian operations.

12. Past familiarity with and field experience in Kosovo required.

13. Knowledge of USAID, BHR, OFDA, PRM and other USG agencies required.

14. Knowledge of and ability to operate field telecommunications equipment including VHF, HF, satellite telephones.

15. Ability and experience in operating of USG four-wheel drive vehicles, especially over poor roads and in inclement weather.

16. Must be a US citizen.
