REGIONAL LOGISTICIAN/ MILITARY OPERATIONS COORDINATOR for LATIN AMERICA and the CARIBBEAN (LAC) in SAN JOSE, COSTA RICA

Latin America and the Caribbean are extremely vulnerable to both natural and technological disasters which have worsened in recent years due to population pressures, urbanization, and extreme climatic events. However, LAC's capacity to manage disasters has grown substantially in recent years and Latin American and Caribbean nations are now generally capable of managing disasters up to moderate severity without external assistance. In major events, however, most nations of the region face a serious risk of having their overall coping capacities overwhelmed by disaster response requirements.

OFDA's strategy seeks to reduce the demand for disaster relief, chiefly by increased preparedness and mitigation activities at the community level, and by strengthening governments' capacity to meet immediate post-disaster needs so as to prevent deterioration in the situation of disaster victims.

STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Logistician/Military Operations Coordinator for Latin America and the Caribbean will be based in San Jose, Costa Rica, and will report to the Senior Regional Coordinator for Latin America and the Caribbean. The incumbent will have operational responsibilities, but no policy responsibilities or authority. The duties and responsibilities of the Logistician/Military Operations Coordinator for Latin America and the Caribbean will include:

Response/Logistics

    a) Responding to humanitarian emergencies--natural, technological and conflict-related disasters--throughout the region. The incumbent will be required to travel on short notice for periods up to thirty days as a critical component of U.S. Government disaster and humanitarian response. As part of this travel, the incumbent will evaluate logistical situations/needs, assess the capacity of existing logistics networks, develop appropriate logistics operational plans to meet immediate support needs, ensure the timely delivery of relief commodities, and guarantee accountability for equipment, supplies, and relief commodities. In disaster events, the Logistician/Military Operations Coordinator will coordinate with OFDA/W's Military Liaison Unit (OFDA/MLU) to communicate continuously with SOUTHCOM, assuring effective and efficient coordination of relief operations;
    b) Managing and coordinating logistical and aviation support to OFDA/LAC Disaster Assistance Response Teams (DART) and/or Assessment Teams;
    c) Establishing and operating a system to track and report all USG-donated relief commodities; and
    d) In coordination with the OFDA/Operations Support Division, inspecting and monitoring inventory for the OFDA commodity stockpile at JTF-Bravo in Honduras.
Contacts/Coordination
    a) Maintaining regular contact with OFDA/MLU to ensure non-duplication and close coordination;
    b) In coordination with OFDA/MLU, establishing and maintaining permanent contact with SOUTHCOM J-4 (Logistics), J-3 (Operations - Civil Affairs), J-5 (Plans), and with each MLGRP (Military Group) in the region;
    c) Identifying and maintaining contact with the military officer(s) responsible for disaster response in all Latin American and Caribbean countries; and
    d) On an as-needed basis, initiating coordination between NGOs, the U.S. military, local authorities, and the local military during an OFDA/LAC disaster response.

Training /Exercises

    a) Coordinating with the OFDA/MLU on OFDA/LAC participation in SOUTHCOM Humanitarian Training exercises; and
    b) Organizing and coordinating appropriate disaster management training courses for military officers in the LAC countries.

POSITION REQUIREMENTS

a) U.S. Citizenship
b) A minimum of 10 years as an officer in the U.S. military;
c) A minimum of five years experience as a military logistician;
d) Candidate must qualify for a secret clearance. Current possession of a secret clearance preferred;
e) Fluency in Spanish and English;
f) Demonstrated experience in logistics related to humanitarian assistance operations;
g) Demonstrated ability to work with the diverse array of individuals and organizations involved in disaster response, transportation and logistics, including the U.S. Military, USAID, international organizations, cargo transport companies, freight forwarders, and host government officials;
h) Demonstrated verbal and written communication skills and interpersonal skills; and
i) Demonstrated ability to work harmoniously in a team environment.
