The position of the OFDA Program Officer was established to provide in-country management for the humanitarian emergency in government-controlled areas of Sudan. Primary duties include assessing a broad spectrum of emergency conditions to provide recommendations,
implementation of strategy, management oversight and evaluation of BHR/OFDA response programs. The Program Officer will work and live in Khartoum, directly supervising personnel attached to the BHR/OFDA field office. While based in Khartoum the incumbent may travel extensively in-country to assess, evaluate and monitor emergency conditions at sites of OFDA projects, and make strategic recommendations for interventions within the emergency context of the operation. Serves as USAID liaison in Khartoum with UN agencies and the UN coordinating body, Operation Lifeline Sudan, to strengthen coordination efforts with the OFDA-funded NGOs. The Program Officer will report to the USAID/OFDA/ARO Sr. Regional Advisor through the Regional Advisor responsible for the Sudan portfolio. As part of the Country Team in Khartoum the Program Officer will keep the Ambassador/Charge current on response issues. The Program Officer will participate on USAID Sudan Team in keeping all members apprised of the programs and related issues. QUALIFICATION FACTORS
Experience in overseas project and office management with special emphasis in working under civil strife situations. Experience in working with international organizations, USG agencies and NGO's. Basic computer skills and demonstrated writing ability. Ability to operate communications and data processing equipment, including cellular type mobile phones, hand held R&R radios, and word processing computer software. Ability to operate a 4 wheel drive, standard shift vehicle in cross-country conditions. Security clearance as provided by USAID. US Citizen. Program Officer responsibilities will include but not be limited to the following:
Serves as the northern Sudan country representative for the USAID emergency and humanitarian assistance program.
Serves as the BHR/OFDA program manager and evaluator of currently funded and programs in collaboration with USAID/Khartoum technical experts.
Serves as USAID liaison in Khartoum with UN agencies and the UN coordinating body, Operation Lifeline Sudan, to strengthen coordination efforts with the OFDA-funded NGOs.
Represents the USG humanitarian interests at national meetings and conferences.
Facilitates and briefs official visits, during travel in Khartoum.
Coordinates with other donor representatives, UN agencies, NGOs/PVOs and local authorities to develop integrated programs.
Reviews project proposals from NGOs/PVOs and UN agencies, ensuring compliance with OFDA Guidelines for Grant Proposals and Reporting, and provides recommendations/comments to OFDA for final funding determination.
Monitors program implementation and provides quality assurance evaluation of contractors and grantees in collaboration with USAID/Khartoum technical experts.
Visits BHR/OFDA-funded projects. Reports on projects including quality of work, noted deficiencies and evolving operational conditions, environments and interventions.
Reports regularly, through official cables and other means, on the humanitarian situation and the ability of local communities, local organizations, the host government, relief agencies and donor countries to address that situation. When political or military events affect humanitarian or relief efforts, the Program Officer will report those events only to the extent required to inform OFDA/W of their impact.
Supervises the USAID Khartoum staff providing support to the OFDA funded humanitarian program.
Represents USAID/OFDA on the ICASS counsel as organized by the US Embassy in support of the humanitarian program in Khartoum.
Prepares a final report at the end of contract summarizing and commenting on the activities during the year.
QUALIFICATION FACTORS
Bachelor's degree with advanced training in international relations, economics, food policy or related field. Advanced degree is preferred but not required.
Three years experience in emergency relief and humanitarian assistance and knowledge of OFDA operating procedures
Experience in agriculture, food policy, as well as relief and development issues.
Experience in overseas project and office management with special emphasis in working under civil strife situations.
Experience in working with international organizations, USG agencies and NGO's.
Basic computer skills and demonstrated writing ability.
Ability to operate communications and data processing equipment, including cellular type mobile phones, hand held R&R radios, and word processing computer software.
Ability to operate a 4 wheel drive, standard shift vehicle in cross-country conditions.
Security clearance as provided by USAID.
