Gentlemen/Ladies:

The United States Government, represented by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications (Standard Form 171 or Optional Form 612) from persons interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified.

Applicants are required to sign the certification at the end of the OF-612 or SF-171.  Applications that are received without signature will not be considered for the position.

Principal Regional Advisor — Southern Africa

 

Statement of Duties and Responsibilities:

 

The Southern Africa Principal Regional Advisor (PRA) works under the supervision of, and reports directly to, the Disaster Response and Mitigation Division (DRM) Director, DCHA/OFDA/W. The contractor is responsible for managing the Southern Africa Regional Office and supervising its staff, strategic analysis, coordination of disaster response activities, and for the identification and formulation of disaster preparedness, mitigation and training programs primarily in the Southern African region.

 

This position requires an experienced practitioner in disaster response and preparedness activities. The contractor will actively develop and coordinate preparedness, mitigation and training programs to increase the capability of host governments, international organizations, and non-governmental organizations to respond and prepare for disasters in the affected region. The DCHA/OFDA Southern Africa PRA is responsible for the following:

 

1) Disaster Response

Working directly under the guidance and supervision of the DRM Director, the contractor will:

 

a) Serve as the OFDA/DCHA lead representative in Southern Africa, be the primary point of contact on OFDA-related matters in the region, manage the OFDA Southern Africa Regional Office and supervise all office staff

 

b) Travel to the scene of a disaster or potential disaster and conduct initial assessments of damages and needs

 

c) Recommend appropriate relief assistance and emergency interventions

 

d) Coordinate and maintain close liaison with representatives of host government, donor governments, international organizations, non-governmental organizations to ensure efficient and coordinated disaster response activities

e) Monitor DCHA/OFDA funded activities

 

f) Coordinate the requests, receipt, distribution, tracking, and accounting of relief supplies provided by OFDA

 

g) Facilitate and coordinate the arrival and departure of DARTs with the U.S. Mission and, as required, serve on DARTs for short periods of time

 

h) While on travel, maintain communications with the Southern Africa Regional Office,

 

i) Under the guidance and supervision of the DRM Director, coordinate with OFDA/ Washington and other OFDA Africa regional offices, and prepare information requirements and reports

 

2) Disaster Preparedness and Mitigation

OFDA encourages disaster prevention, mitigation, and preparedness activities both in the cause of implementing a disaster response and as a strategy to reduce disaster impacts in areas at risk. Working closely with OFDA/Washington and drawing on the skills and technical expertise within the office and available through inter- and intra-agency agreements, the contractor will assist representatives of host government organizations, international organizations, and non-governmental organizations in the development of strong emergency and disaster preparedness/mitigation programs.

 

Specifically:

 

a) Prepare (and supervise the preparation by others in the office of) regular strategic and analytical reports on current or anticipated emergencies, as well as comprehensive preparedness documentation on assigned countries

 

b) Assist with the design, development, and implementation of strategies and integrated disaster assistance for OFDA, USAID, local governments, and other donors/organizations as appropriate

 

c) Advise regional officials, including host country authorities and other USAID officials on DRM efforts including the review of sector disaster response and DRM plans

 

d) Provide support as required for other DRM initiatives in the assigned region as identified by the Africa Regional Office. Support may include assessment visits, project design/evaluation exercises and hazards/vulnerability/risk analysis

 

e) In the area of mitigation, work with other agencies/organizations to identify critical disaster concerns affecting the region and countries and develop projects/activities for addressing these

 

f) Work with local and regional institutions and private/public sector organizations to incorporate mitigation into appropriate programs

Basic Qualifications and Selective Factors: (Determines basic eligibility for the position, candidates not meeting the basic qualifications and selective factors are considered NOT qualified for the position)

  • Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, economics, food policy or a related field) or country, and five (5) years of progressively responsible experience in emergency relief and humanitarian assistance in Africa.

 

OR

 

  • Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, economics, food policy or a related field) or country, and three (3) years experience in emergency relief and humanitarian assistance in Africa.

 

  • 2 years management experience, managing a staff of varied nationalities and cultural backgrounds, and other senior professionals

 

  • Ability to obtain a security clearance as provided by USAID

 

  • U.S. citizen (See note below)

 

Quality Ranking Factors: (Determines the ranking of qualified candidates in comparison to other applicants. The factors are listed in the order of importance from the highest to the least.)

 

·         Ability to manage (1) staff of varied nationalities and cultural backgrounds, and (2) other senior professionals, in excess of the minimums listed above;

 

·         Diplomatic and interpersonal skills to work effectively with (1) host governments, (2) other donors and diplomatic missions, (3) international and national non-governmental organizations, (4) Department of State, (5) U.S. military, and (6) Members of Congress in order to represent DCHA/OFDA;

 

·         Ability to conduct programmatic and strategic analysis, to develop strategic plans and assessments of the political, social and economic contexts of complex emergencies in which OFDA operations are conducted, and to develop frameworks for disaster response and mitigation activities;

 

·         Direct work experience with OFDA, other USG humanitarian agency (including OTI, FFP, PRM), or International Humanitarian Relief Agency responsible for funding and monitoring implementation of emergency relief activities;

 

·         Experience with and knowledge of US Embassy and USAID environments, to include knowledge of the budgeting process, hiring mechanisms, administration, and formulation of programmatic priorities within the non-disaster offices of USAID.

 

·         Proficiency in additional major African language(s) such as French, Portuguese, or Swahili.

The expected place of performance is Pretoria, South Africa but may be relocated to another country within the region if the situation warrants.  The duties to be performed will remain the same regardless of location.
