The United States Government, represented by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications (Standard Form 171 or Optional Form 612) from persons interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified.

Applicants are required to sign the certification at the end of the OF-612 or SF-171.  Applications that are received without signature will not be considered for the position.

Program Operations Specialist – Systems Analyst

 

The U.S. Agency for International Development, Office of Foreign Disaster Assistance (OFDA) coordinates and provides the US Government humanitarian assistance in response to natural disasters and complex emergencies caused by civil strife, war, and lack of security.

The Program Support Division in OFDA provides the business operations that support the humanitarian assistance.  The functions include budget/finance, procurement, human resources, facilities management, computer support, telecommunications, and management information systems.

The position is in a fast-paced office with frequently changing priorities. The staff performs a variety of duties and tasks and must possess the ability to multitask and move quickly from one duty to another.  Excellent people skills with an emphasis on teamwork, and creative thinking with attention to details is required.  The candidate must have demonstrated experience in developing business processes, as well as documented experience with using knowledge management tools to enhance business operations.

Statement of Duties:

Analyzes and Evaluates Program or Operation Effectiveness

Conducts manpower and cost analysis studies to determine the need for and feasibility of special programs and projects by liaising with the several teams within OFDA.. Assists in conducting formal and informal reviews to assess program accomplishments within OFDA.. Analyzes and evaluates program processes, business operations, individual programs, functions, and organizations, and makes recommendations for effective changes. Communicates information to senior management for effective evaluation of program operations and performance.  

 

Provides Program and Operational Oversight and Integration

Oversees the completion of special projects identified by OFDA management. As required, develops, deploys and implements new business and knowledge management tools and systems and trains staff to use them.  Develops and executes official documents, including but not limited to authorization forms, financial assessments, guidelines, cables to embassies and USAID missions, congressional and public inquiries.  

 

Identifies and Resolves Problems

Identifies complex program issues or problems in programs. Makes recommendations for and coordinates resolutions and improvements based on best practices and quality methods.

 

Records Management

Analyzes, identifies, and makes recommendations for improvement of records management systems and disposition of records.

 

Other

Serves as DART (Disaster Assistance Response Team) Administrative Officer, which is responsible for securing office and housing space, obtaining supplies and office equipment, hiring and supervising local staff, including clerks, drivers, and administrative assistants, establishing and/or managing petty cash fund, and performing other miscellaneous administrative support functions required by DART. Serves on Response Management Teams and as OFDA duty officer from time to time.

BASIC QUALIFICATION AND SELECTIVE FACTORS:

(Determines basic eligibility for the position. Candidates not meeting the basic qualifications and selection factors are considered NOT qualified for the position, however see NOTE CONCERNING MARKET VALUE following the qualifications)

 

·         Four years of relevant work experience with at least two years of work experience in financial management and systems and a Bachelor's degree.

 

·         Knowledge of U. S. government financial and information management systems, or systems of a similar nature.

 

·         Ability to obtain a USAID security clearance

 

·         U.S. citizenship.

 

QUALITY RANKING FACTORS:

(Determines the ranking of qualified candidates in comparison to other applicants) The factors are listed in the order of importance from the highest to the least.

 

·         Additional experience in financial management and data systems above that required in the Basic Qualifications and Selective Factors

 

·         Demonstrated knowledge of DCHA/OFDA mandate.

 

·         Demonstrated ability to review and evaluate projects proposals according to specific guidelines.

 

·         Knowledge of and experience in dealing with foreign governments, other USG agencies including the State Department, Department of Defense, USAID Regional Missions, as well as other US organizations and international organizations involved in humanitarian response.

 

·         Basic computer skills and excellent written communication skills as demonstrated through the preparation of reports, memos, financial statements, or other official documents.

 

·         Demonstrated working knowledge of Oracle, Sybase, or other 4th generation database environment, and database application development and analysis.

 

NOTE CONCERNING MARKET VALUE:

Individuals not warranting the proposed grade of the position, due to lack of qualifications, work experience, or for other appropriate reasons may be considered per CIB 98-11 which states in part: “If a preferred or acceptable candidate does not warrant the proposed grade of the position, due to lack of qualifications, work experience, or for other appropriate reasons, the Technical Officer can either rewrite the position to a lower grade or consider the use of a trainee level (one grade below), until such time as the incumbent can perform the duties and responsibilities of the position at the full performance level.” The trainee level grade has a market value of $60,638 - $78,826.
