Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications
(Standard Form 171 or Optional Form 612) from persons interested in providing
the PSC services described in the attached. Submissions shall be in accordance
with the attached information at the place and time specified.
Applicants are required to sign the certification at
the end of the OF-612 or SF-171.

Program Operations
Specialist for DRM/EPT
The U.S. Agency for International
Development, Office of U.S. Foreign Disaster Assistance (USAID/DCHA/OFDA)
coordinates and provides U.S. Government humanitarian assistance in response to
natural disasters and complex emergencies caused by civil strife, war, and lack
of security.
The Disaster Response and
Mitigation Division within OFDA develops, coordinates, and monitors disaster
response activities. It also develops
and implements activities designed to prevent, prepare for and mitigate the
effects of disasters. Functions include disaster response coordination and
management, grants management, humanitarian information coordination, planning,
monitoring and evaluation.
This position is in a
fast-paced office with frequently changing priorities. Staff performs a variety of duties and must
possess the ability to multitask and move quickly from one task to
another. Good organizational skills,
attention to detail, and understanding systems, databases and authorities are
required.
Statement of Duties:
Provides Field and Desk Monitoring
Oversight
The
incumbent works with OFDA regional, country and technical teams to ensure
efficiency of OFDA program performance and quality of impact through systematic
monitoring. In consultation with OFDA
senior managers and the Enhanced Planning Branch Chief, the incumbent conducts
desktop program monitoring/auditing and select field visits, and documents
findings through written reports. The
incumbent enters relevant data into Abacus, OFDA’s oracle-based information
management system, and ensures that the EPT and other relevant OFDA websites
contain up-to-date information.
Develops Field and Desk
Monitoring System for OFDA
The
incumbent will develop terms of reference, guidance, and templates (if
indicated) in harmony with Abacus for monitoring individual grants and OFDA
programs by Disaster Operations Specialists.
These tools will streamline and ease monitoring efforts while ensuring
that select information is captured across all grants, including beneficiary
descriptions and numbers, geographic and sectoral information. S/he will complete these tasks in a
collaborative manner with OFDA’s PS, OPS, and DRM Divisions, securing necessary
clearances.
Analyzes Program
Effectiveness
The
incumbent analyzes grant reports and identifies areas of concern to regional
and country team members and to the Enhanced Planning Team. S/he assists in conducting formal or informal
reviews to assess program accomplishments.
S/he may be asked to analyze program processes and impact, and make
recommendations for effective changes.
S/he works with OFDA regional and technical teams to develop and
standardize humanitarian assistance indicators and to use appropriate
indicators in reporting. S/he keeps and
updates a “living reference document” of humanitarian indicators used by OFDA,
its partners and the wider humanitarian assistance community.
Identifies and Resolves
Problems
Identifies
problems regarding monitoring and evaluation of OFDA programs and makes
recommendations, coordinates solutions and improvements based on best
practices.
Other Assorted Duties
Serves
as technical officer for grants or cooperative agreements as assigned.
Participates in proposal reviews.
Backstops DRM staff when necessary.
Serves on Response Management Teams, Disaster Assistance Response Teams
and as OFDA Duty Officer from time to time.
Other duties as assigned.

BASIC QUALIFICATION AND SELECTIVE FACTORS:

Bachelors degree
with significant study in or experience pertinent to the specialized field,
(including but not limited to international development, international
business, or a related field) with four years of progressively responsible
experience in monitoring and evaluation activities.
OR

Masters degree
with significant study in or experience pertinent to the specialized field,
(including but not limited to international development, international
business, or a related field) with two years of progressively responsible
experience in monitoring and evaluation activities.
·
Two years of
experience working in humanitarian relief programs.
·
Ability to obtain
a USAID security clearance.
·
U.S. citizenship.
QUALITY RANKING FACTORS:
