STATEMENT OF WORK for PROGRAM OPERATIONS SPECIALIST, Office of the Director
The incumbent serves as a program operations specialist in the Office of U.S. Foreign Disaster Assistance (OFDA) and is responsible for preparing programmatic and other formal documentation concerning disasters worldwide. The incumbent reports to the Senior Management Team (SMT).

DUTIES AND RESPONSIBILITIES:

1. Collects and analyzes program data and information on particular emergency disaster issues, and prepare reports summarizing the information.

2. Responsible for managing action assignments and follow-up to assure effective, timely and appropriate completion of these actions and program responses.

3. Participates in the preparation of memoranda and briefing papers in certain instances and assists in any follow-up actions regarding ongoing and current emergency programs. Drafts routine replies and participates in making recommendations to resolve issues, as appropriate.

4. Reviews all projects or activities that result from or may result in congressional interest. In this respect, tracks congressional correspondence relating to OFDA functions. Prepares and analyzes replies for the Director and Deputy Director to assure consistency with published program results or previous statements concerning the same topics. Must be particularly sensitive to the interests and desires of various special interest groups including PVO's, commercial and business concerns, educational institutions and the like.

5. Keeps track of program "taskers" internal to OFDA which are of particular interest to the SMT.

6. Attends meetings as necessary. Participates in discussions related to the work of the current emergency responses when requested. Takes notes and produces meeting summaries to ensure program policy consistency.

7. Carries out special program funded projects at the request of the Director and/or Deputy Director.

8. Serves as Duty Officer on a rotational basis.

9. Performs other duties as required including but not limited to participate as an active member of Disaster Assistance Response Teams (DART) and Response Teams when required.

Knowledge/Skills Required:

Knowledge of the disaster relief, planning and preparedness fields. Knowledge of the organization and functions of the Agency, and in particular OFDA to understand issues related to international development and humanitarian assistance. Knowledge of the BHR/OFDA culture, management objectives, and sensitivity to the technical and political issues sufficient to advise the OFDA Director. Effective writing and communication skills. Bachelors degree in International Affairs or related field.
