The United States
Government, represented by the U.S. Agency for International Development
(USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA),
Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications
(Standard Form 171 or Optional Form 612) from persons interested in providing
the PSC services described in the attached. Submissions shall be in accordance
with the attached information at the place and time specified.
Applicants are required to sign the certification at
the end of the OF-612 or SF-171.

Program Operations Assistant (2 positions)
The
U.S. Agency for International Development, Office of Foreign Disaster
Assistance (OFDA) coordinates and provides the US Government humanitarian
assistance in response to natural disasters and complex emergencies caused by
civil strife, war, and lack of security.
The
Program Support Division in OFDA provides the business operations that support
the humanitarian assistance. The
functions include budget/finance, procurement, human resources, facilities
management, computer support, telecommunications, and management information
systems.
The
positions are in a fast-paced office with frequently changing priorities. Staff members perform a variety of duties
and tasks and must possess the ability to multitask and move quickly from one
duty to another. Good organizational
skills, attention to detail, and understanding systems and processes are
required.
Statement of Duties and Responsibilities:
The POA will have primary responsibilities for some
tasks and secondary responsibilities for others. The following is an
illustrative list of duties. [Actual assignments of primary and secondary
responsibilities will be based on the selected candidates' skill sets and/or
work experience and may vary over the duration of the contract with
fluctuations in the requirements on the Division]
Problem Solving
Recognize
and resolve internal problems that impede the process of assessing the need for
and delivering disaster assistance.
Develop guidelines for standardized procedures for administrative
processes. Keep the Division Director
or other appropriate officers informed at all times of the status of the
responses, and any potential problems that might arise that would require
higher level intervention.
Procurement
Prepare
documentation necessary to provide experts, commodities, and equipment for the
required disaster relief assistance.
Coordinate the process of disaster assistance documentation through the
Office of Procurement to ensure timely implementation of relief programs. Draft a wide variety of assistance
documentation, correspondence, and reports involving both technical and
specialized terminology. Under the
direction of the Contracting Officer or designee, determine the most suitable
method of procurement for small purchases.
Perform independent research and assemble background information as
requested. Work with appropriate
members of staff in the identification of current and future small
purchases. Maintain file system for
small purchase documentation.
Security
Prepare documentation for processing security
clearances including but not limited to initial investigation, revalidation,
transfers and security clearance upgrades.
Serve as primary contact with appropriate Bureau personnel on security
clearances. Maintain Security clearance
tracking system and keep track of expiration dates of security budgets and
prepare necessary documentation for extension.
Program Tracking
Assist in operation of OFDA’s Oracle-based
information management system (Abacus), which provides for comprehensive
program planning, budgeting, procurement schedules, financial allocations,
performance reporting, and report generation.
Other
Serve
as a member of the Washington Response Management Team (RMT), which provides
services and support to Disaster Assistance Response Teams (DARTs) deployed in
response to disasters. The duties on the Washington Response Management Team
will be varied.

BASIC QUALIFICATION AND SELECTIVE FACTORS:

- Bachelors degree and 2
years of relevant work experience involving one or more of the following:
budget/finance, procurement, administrative services, facilities
management, human resources, or other related business operations as a

procurement, administrative services, facilities management, human
resources, or other related business operations as a primary task of the
position
- Ability to obtain a
USAID security clearance
QUALITY RANKING FACTORS:

- Experience with or
knowledge of government procurement rules and regulations.
- Demonstrated ability to
