The United States
Government, represented by the U.S. Agency for International Development
(USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA),
Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications
(Standard Form 171 or Optional Form 612) from persons interested in providing
the PSC services described in the attached. Submissions shall be in accordance
with the attached information at the place and time specified.
Applicants are required to sign the certification at
the end of the OF-612 or SF-171.

Program Operations Assistant
DCHA/OFDA
Disaster Response and Mitigation Division
The
Program Operations Assistant (POA) provides vital support to the regional and
technical teams in DCHA/OFDA's Disaster Response & Mitigation Division
(DRM) and provides a wide range of services in support of disaster relief
programs by assisting the Bureau's Administrative Management Staff in carrying
out various activities.
Duties
and responsibilities include:
·
Serve as DRM’s Program Operations Assistant for OFDA’s internal
data systems, including timely data entry, data integrity, troubleshooting,
surge capacity backstop for DRM staff, and working with OFDA’s Program Support
Division;
·
Assist with quarter pipeline analysis of DRM financial accruals to
recover unliquidated expenditures;
·
Coordinate and distribute OFDA’s “Watch List”;
·
Serve as OFDA/DRM's File Custodian;
·
Produce quarterly reporting cable on grants, modifications and
no-cost extensions prepared by DCHA/OFDA which have been signed and obligated
by M/OP;
·
Provide administrative assistance to OFDA/DRM staff including
preparation of Travel Authorizations and Vouchers (DRM OE funded travelers),
procurement of office supplies, preparation of DRM staff meeting agendas and
meeting notes, and distribution of incoming correspondences and faxes to
appropriate DRM staff;
·
Maintain OFDA/DRM's electronic calendar;
·
Perform independent research and assembles background data for
specific relief and intervention programs;
·
Distribute documents necessary to implement required disaster
assistance relief programs;
·
Maintain electronic files/database system;
·
Serve as a DCHA/OFDA Duty Officer and a member of the Response
Management Team on a rotating basis and in this capacity, during evening hours,
weekends and holidays, receives cables and telephone calls on foreign disasters
and take appropriate action; and,
·
Perform other duties, as
directed by the Division Director.

BASIC QUALIFICATION AND SELECTIVE FACTORS:
(Determines basic
eligibility for the position. Candidates not meeting the basic qualifications
and selection factors are considered NOT qualified for the position.)

Bachelor's degree and one year of relevant work experience in
administrative support or similar employment;
OR
·
Five
years relevant work experience in administrative support or similar employment;
·
Experience in working with international organizations, USG
agencies and NGO's;
·
Ability to obtain a Secret security clearance as provided by
USAID;
·
US citizen.
QUALITY RANKING FACTORS:
(Determines the ranking of qualified candidates in
comparison to other applicants) The factors are listed in the order of
importance from the highest to the least.

Additional
relevant work experience in excess of the amount listed above.
·
Knowledge
of the USAID and OFDA organizations, culture, management objectives, and
sensitivity to the technical and political issues sufficient to advise OFDA
Senior Management.
·
Knowledge
and experience of USG and OFDA policy and regulations for responses to natural
disasters and complex emergencies.
·
Knowledge
of and experience in dealing with foreign governments, State Department,
Department of Defense, USAID Regional Offices, other USG organizations and
international organizations.
NOTE
CONCERNING POSITION:
This position will initially be awarded to the successful
applicant at the GS-9 level ($39,597 - $51,476). However, should the incumbent
satisfactorily perform the duties and responsibilities of the position it is
possible that this position will be raised to the GS-11 level ($47,910 -
$62,287). This grade increase will only occur at the discretion of the
incumbent’s supervisor AND after at least one year in the position. This
potential grade increase is not guaranteed. Should the incumbent’s grade be
increased to the GS-11 level, it is expected that in addition to the above
listed duties the individual will be responsible for an increased level of
responsibility such as, but not limited to the following:

The preparation of briefing packets, reports, memos,
cables, and other official USAID documents

Knowledge and ability to utilize USAID financial and
information management systems.
