JOB DESCRIPTION (TO INCLUDE EDUCATION, TRAINING, AND EXPERIENCE REQUIRED FOR POSITION):

The Program Operations Assistant (POA) is located in the Office of U.S. Foreign Disaster Assistance (OFDA) in Washington, D.C. This position may, from time to time, require weekend work and/or overseas travel. OFDA, an office within the U.S. Agency for International Development (USAID), coordinates and provides U.S. Government-funded humanitarian assistance in overseas locations.

The Program Operations Assistant will be responsible for providing support for various operational aspects of the Program Support Division. The POA will assist in carrying out functions related to procurement, information technology, human resources, budget/finance, overseas administration, facilities management, security, and computer support.

The POA will have primary responsibilities for some tasks and secondary responsibilities for others. The following is an illustrative list of duties. [Actual assignments of primary and secondary responsibilities will be based on the selected candidates' skill sets and/or work experience and may vary over the duration of the contract with fluctuations in the requirements on the Division]

    Ensure that security clearances and requests for security clearances meet the Agency standards and appropriate regulations. Advise office personnel regarding status of clearance and the necessary documentation required. Maintain documentation regarding status of security clearances, requests for clearances, and expirations of current clearances.
    Locate sources for services and supplies related to the provision of humanitarian assistance. Negotiate terms and conditions with contractors to ensure that services/supplies meet OFDA' deadlines and requirements, and that the price is fair and reasonable. Prepare documentation in support of the contract action that demonstrates that the procurement conforms to appropriate regulations and procedures.
    Maintain the budget and finance processes in support of OFDA's operational divisions. Prepare the documentation to transfer funds from OFDA's Washington location to field offices and/or disaster sites. Provide advice and guidance regarding appropriate use of funding mechanisms and commitment/obligation of OFDA funds.
    Manage OFDA's resources regarding overseas personnel and facilities. Coordinate with Embassy and USAID/Mission officials regarding provision of services. Ensure that the budgets are appropriate and reflect the costs of maintaining offices in overseas locations.
    Serve as a member of the Washington Response Management Team (RMT), which provides services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on the Washington Response Management Team will be varied.

The field of humanitarian assistance is fast paced and dynamic. Accordingly, this position requires the person to demonstrate the following: initiative, knowing how to multitask, resourcefulness, ability to recognize and creatively resolve problems, being organized, knowing when and how to follow-up, and the ability to understand and/or articulate complex issues.

Bachelors degree and 4 years of relevant work experience involving one or more of the following: budget/finance, procurement, administrative services, facilities management, human resources, or other related business operations as a primary task of the position

OR

6 years of relevant work experience involving one or more of the following: budget/finance, procurement, administrative services, facilities management, human resources, or other related business operations as a primary task of the position

OR

Some combination thereof.
U.S. Citizen.
Ability to obtain a Secret security clearance as provided by USAID.

QUALITY RANKING FACTORS: (Determines the ranking of qualified candidates in comparison to other applicants)
    Additional relevant work experience and/or education in excess of the amount listed above.
    Demonstrated ability to manage and track a budget.
    Demonstrated ability to prepare documentation, maintain tracking systems to monitor goals and expenditures, and/or draft recurring reports based on collected data or formalized database.
    Experience with or knowledge of government procurement rules and regulations.
    Ability to perform in high stress environments of a highly dynamic nature during disaster response.
    Demonstrated ability to perform a variety of tasks and functions concurrently.
    Demonstrated flexibility and ability to adapt to new tasks or tasks that change frequently.
    Experience as a liaison between administrative and operations divisions within an organization judged upon the number of years in such a role and the type of communication
    Computer skills as they may relate to the tasks of the position including, but not limited to, Microsoft Word, Microsoft Excel, and specific knowledge of Phoenix and NMS or similar database systems.
