PROGRAM OPERATIONS ASSISTANT
DUTIES AND RESPONSIBILITIES
The Program Operations Assistant will be responsible for providing support for all operational aspects of the Program
Support Division. The POA will assist the Division staff in carrying out their assigned duties and responsibilities in
assessing disaster assistance needs and providing assistance for relief and rehabilitation. As directed by, and under the
supervision of the Assistant Director (AD) or Deputy Assistant Director (Deputy AD) of the Program Support Division, the
POA will assist with or perform the following duties and responsibilities:
1. Recognize and resolve problems that impede the process of assessing the need for and delivery of disaster assistance,
and to keep the BHR/OFDA/PS AD, Deputy AD or as appropriate Disaster Operations Specialists (DOS) informed at all times of
the status of the responses, and any potential problems that might arise that would require higher level intervention.
2. Implement documentation necessary to provide the required disaster relief assistance for experts, commodities, and
equipment, including the processing of payment documents. Process documentation necessary for all other types of disaster
assistance for implementation of A.I.D.'s Office of Procurement.
3. Coordinate the process of disaster assistance documentation through the Office of Procurement to ensure timely
implementation of relief programs.
4. Draft a wide variety of assistance documentation, correspondence, and reports involving both technical and specialized
terminology. Perform independent research and assemble background information as requested.
5. Under the direction of the Contracting Officer or designee, determine most suitable method of procurement for small
purchases. Compile all necessary documentation for the completion of purchase orders and prepare them for Contracting
Officer's signature including memoranda of negotiation and justification and authorization for other than full and open
competition. Create official file folders for each purchase order. Track and monitor delivery of the purchase order.
6. Work with appropriate members of staff in the identification of current and future small purchases. Provide guidance to
staff members on NMS and other necessary documentation needed to prepare purchase orders.
7. Prepare documentation for processing security clearances including but not limited to initial investigation,
revalidation, transfers and security clearance upgrades. Serve as primary contact with BHR/AMS on security clearances.
Serve as backstop to BHR/AMS Liaison Officer with USAID Office of Security. Prepare justification memorandums for State
Department and DOD badges.
8. Create security clearance tracking sheet. Keep track of expiration dates of security badges and prepare necessary
documentation for extension.
9. Inform staff member on scheduled date for security briefing. Inform OFDA Computer Specialist when clearances are
granted in order to create computer logon and profile.
10. Schedule exit briefings for departing staff members.
11. Serve as backstop to OFDA’s courier.
12. Perform other duties as assigned by the BHR/OFDA/PS Assistant Director or Deputy Assistant Director or his/her
designee.
QAULIFICATIONS
Bachelor's degree and one year experience in administrative support or similar employment. Experience in working with
international organizations, USG agencies and NGO's helpful. Basic computer skills, writing and analytical skills.
Experience with procurement useful. An ability to organize and prioritize tasks is essential. USAID Secret Level security
clearance will be required. U.S. citizenship required.
