Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications
(Standard Form 171 or Optional Form 612) from persons interested in providing
the PSC services described in the attached. Submissions shall be in accordance
with the attached information at the place and time specified.
Applicants are required to sign the certification at
the end of the OF-612 or SF-171.

8. JOB DESCRIPTION (TO INCLUDE EDUCATION, TRAINING, AND EXPERIENCE REQUIRED FOR
POSITION):
The
Military Liaison Officer (MLO) position(s) were established to more effectively
coordinate the respective activities of OS within OFDA's responsibilities for
Military Liaison, DART deployment requirements, and Chemical Biological
Radiological and Nuclear (CBRN) disaster planning under Presidential Decision
Directive 39/62. The Military Liaison Unit serves as the principal point of
contact and coordination with DOD.
The
MLO will be assigned to Washington, D.C. and perform his/her duties
with OFDA’s Military Liaison Unit. However, travel is required to attend
DOD/USAID/OFDA conferences, exercises and other related activities, DART member
deployments and CBRN planning exercises as directed by AD/OS/OFDA. Candidate may be deployed
for up to two years with an American Military Unit.
The
specific duties of the MLO will include, but not be limited to the following:
- liaise with the DOD and
other elements of the USG interagency in an effort to help the military
coordinate with the humanitarian community to achieve the best use of
military assets by reducing redundant or counter productive military
activities;
- assist the military in
defining and reconciling its role with that of the other members of the
humanitarian relief community;
- seek out methods to
most effectively utilize DOD strengths;
- represent OFDA in
appropriate DOD training and planning exercises with subsequent reporting
to OFDA divisions on activities, lessons learned, success and future
activities as a result of OFDA participation;
- represent OFDA in DOD
conferences in the context of priorities set forth by the OS/AD. To strike
a balance with lower level exercises and their operational impact, they
will also place emphasis on participation in After Action Reviews (AARs),
humanitarian exercises sponsored at the CINC-level and at operational
level, and strategic planning exercises normally conducted through
Pentagon auspices to interact with policy makers;
- support OFDA management
in defining a strategy for military coordination which will include
guidelines for determining OFDA participation in DOD operations when
specific requests are made and where OFDA should request activities and
participation;
- determine if OFDA
participation in DOD humanitarian activities is necessary and useful;
- provide OFDA briefing
and training to uniform military officers at various DOD educational
institutions (War Colleges, National Defense University, Navy Postgraduate School, etc.);
- coordinate with DOD and
DOS/PM to provide OFDA staff with briefings on military procedures,
assets, roles, capabilities, culture, chain of command, and
humanitarian-related activities and circulate status reports which
summarize DOD activities in which OFDA personnel are involved;
- deploy with DOD forces
in humanitarian emergencies;
- provide reports,
debriefs and evaluations of all planning, exercises and deployments to
AD/OS and appropriate OFDA staff;
- assist in the
identification of DRM deployment needs in designated "at risk"
countries where DARTs may occur and work with OS to determine appropriate
DART needs as a basis for contingency planning for personnel and
resources;
- be available for
deployment to the field as DART member team;
- assist the MLU in
providing classified USG information support to OFDA, Response Management
Teams and DARTS on a required basis;
- assist Combatant
Commanders in developing the Humanitarian Assistance aspect of their
strategic operational deliberate and crisis action planning products; and,
- other duties as
assigned.

BASIC QUALIFICATION AND SELECTIVE FACTORS:

Bachelor's degree with significant study in or pertinent to the
specialized field (including, but not limited to, international relations,
political science, or a related field), and four years of related work
experience

Bachelor's degree and graduate degree with significant study in or
pertinent to the specialized field (including, but not limited to,
international relations, political science, or a related field), and two years
of related work experience
·
Demonstrated professional experience planning for or responding to a Chemical,
Biological, Radiological, or Nuclear (CBRN) event.
·
Ability to obtain a USAID top secret security clearance
·
US citizenship.
QUALITY RANKING FACTORS:
(Determines the ranking of qualified candidates in

Demonstrated knowledge of disaster relief and humanitarian assistance
concepts.

Demonstrated knowledge of the political, economic, and cultural impacts
of policy decisions on relief efforts during civil conflict and natural
disasters.

Demonstrated general knowledge of various USG classified information
systems and resources available to support Complex Crisis Operations (CCOs);
·
Demonstrated ability to write clearly and prepare in depth reports
which may include the application of a variety of analytical techniques.
Ability to prepare and conduct oral presentations on a wide variety of topics,
and the ability to communicate effectively with relevant parties within and
outside of DCHA/OFDA;

Experience in the design, implementation and evaluation of internal and
external training plans and programs;
·
Knowledge of and experience with
civilian-military planning for CBRN, CCO, and natural disaster emergencies at
three levels; Washington, D.C.,
the Combat Command level; and at the field level;
·
Knowledge of the various types of CBRN and CCO incidents, natural
disasters, events, and accidents, as well as the potential impacts and
consequences;
