The Office of Foreign Disaster Assistance (OFDA) of the U.S. Agency for International Development is recruiting for a Regional Advisor for Asia (Manila) who will report to the Senior Regional Advisor for Asia, based in Manila.

RESPONSIBILITIES: Responsible for monitoring and implementation of the OFDA Strategic Plan for Asia; including responding to humanitarian emergencies in Asia to perform assessments, make recommendations, and facilitate USG response. Serve as liaison with US Department of Defense and host military representatives to discuss emergency response plans and coordinate these with other response plans. Identify opportunities for preparedness and mitigation activities. Assist and maintain relations with USAID Missions, US Embassies, host governments, and IO/PVO/NGO organizations. Serve as DART Team Leader or Member when necessary.

QUALIFICATIONS: Five years overseas work experience, with at least three in disaster management or related field and at least three in Asia (preferably Southeast Asia). Demonstrated ability to work with a USG agencies, International organizations, Non-governmental organizations, UN agencies, and host governments. Demonstrated leadership and management abilities, verbal and written communication skills and interpersonal skills. Bachelors degree, Masters preferred. U.S. citizen. Employment is contingent on the candidate's ability to qualify for a secret clearance with USAID. Closing date: January 25, 1999.
Salary range is $45,236 to $69,930.

SCOPE OF WORK

REGIONAL ADVISOR for ASIA (Manila)

Asia is extremely vulnerable to both natural and technological disasters which have worsened in recent years due to enormous population pressures, large investments in infrastructure in vulnerable areas, and rapid industrialization.  However, Asia's capacity to manage disasters has grown substantially in recent years and Asian nations are now generally capable of managing disasters up to moderate severity without external assistance. In major events, however, most nations of the region face a serious risk of having their overall coping capacities overwhelmed by disaster response requirements.

OFDA's strategy seeks to reduce the demand for disaster relief, chiefly by increased preparedness and mitigation activities at the community level, and by strengthening governments' capacity to meet immediate post-disaster needs so as to prevent deterioration in the situation of disaster victims.

STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Regional Advisor for Asia will be based at the USAID Mission in Manila, Philippines, and will report to the Senior Regional Advisor for Asia, also based in Manila. The Regional Advisor will be responsible for program monitoring and implementation of the May 1998 OFDA Strategic Plan for Asia in collaboration with the OFDA/Washington Asia Regional Team. The duties and responsibilities of the Regional Advisor for Asia will include:

a) Responding to humanitarian emergencies--natural, technological and conflict-related disasters--throughout Asia and, as required, worldwide.  The incumbent will be required to travel on short notice for periods up to thirty days as a critical component of U.S. Government disaster and humanitarian response.  As part of this travel, the incumbent will conduct initial assessments of damage and humanitarian needs, recommend appropriate relief assistance/interventions, and facilitate and coordinate actual U.S. Government emergency response activities;

b) Maintaining liaison with representatives of the U.S. Department of Defense responsible for Asia and the Pacific, as well as with representatives of the military establishments of Asian and Pacific nations, to discuss emergency response plans, to coordinate these with other USG on-going activities, and to develop collaboration for regional disaster responses;

c) Identifying needs and opportunities for OFDA and other donor interventions in respect to disaster preparedness and mitigation activities in Asia. In this respect, the incumbent will help to formulate programs and proposals to meet identified needs, provide technical advice to implementing agencies and governments concerning preparedness and mitigation activities, and provide coordination and managerial oversight of OFDA-funded activities in Asia;

d) Maintaining close relation with USAID Missions, U.S. Embassies, host governments, and with national, international and non-governmental organizations that provide disaster relief and/or engage in disaster preparedness or mitigation activities in Asia. As required, the incumbent will assist these entities with needs analyses and in identifying appropriate program content, and shall facilitate liaison with other regional, international and UN organizations;

e) Identifying disaster mitigation measures that could be linked to disaster response activities, with a view toward reducing the vulnerability of disaster-prone communities; and

f) Serving as Disaster Assistance Response Team Leader or DART Member when DARTs are dispatched from OFDA/Washington to Asia and/or the Pacific.
 

QUALIFICATIONS

The incumbent shall possess the following minimum qualifications:

a) At least five years relevant work experience with the U.S. Government, an international organization or a non-governmental organization, of which at least three years will have been in disaster management or a related field;

b) At least three years work experience in Asia (preferably Southeast Asia);

c) Demonstrated ability to work with the diverse array of individuals and organizations involved in disaster response/preparedness/mitigation and humanitarian assistance, including U.S. Government agencies (e.g., USAID, State, U.S. Department of Defense, CDC, NOAA, USGS), international organizations, non- governmental organizations, UN agencies and host governments; and

d) Demonstrated leadership and management abilities, verbal and written communication skills, and interpersonal skills.
