Office of U.S. Foreign Disaster Assistance (OFDA) is seeking applications
(Standard Form 171 or Optional Form 612) from persons interested in providing
the PSC services described in the attached. Submissions shall be in accordance
with the attached information at the place and time specified.
Applicants are required to sign the certification at
the end of the OF-612 or SF-171.

Disaster Logistics Specialist
The
position is located in the Operations Division of the Office of U.S. Foreign
Disaster Assistance (OFDA). The Operations Division manages and executes all
phases of the direct delivery of humanitarian assistance including the
acquisition of commodities, transport and logistics arrangements, the delivery
of specialized emergency technical support in communications, emergency
management as well as specialties in technological (nuclear, biological and
chemical) humanitarian disaster response, military liaison and environmental
health. In addition, the division maintains OFDA's worldwide stockpiles and
maintains relationships with other governmental and non-governmental entities
that are capable of supporting OFDA's executions of its humanitarian
interventions.
The
duty of the Disaster Logistics Specialist is to assist the
Disaster Logistics Team in the completion of the responsibilities of the
Logistics Unit. The responsibilities of the Logistics Unit include:
- Plan, coordinate,
manage, execute and report on all actions and functions required to
support all OFDA emergency response missions worldwide. Manage and coordinate actions by USAID,
Department of Defense (DOD), and commercial transport mangers to assure
OFDA response objectives are efficiently supported. Monitor progress to meet logistical
needs: evaluating plans for feasibility, effectiveness, efficiency and
economy; developing alternative methods to achieve goals in a wide variety
of work operations.
- In coordination with
the OFDA/Disaster Response and Mitigation (DRM) Division, plan logistical
responses to declared disasters, including airlift, sealift, and local
purchase of disaster relief supplies.
Assess capabilities of local infrastructures to handle emergency
needs. Develop and maintain
complete information system that includes specific, accurate data about
logistical responses and quantities of material dispatched for specific
disasters. Help provide additional
support in communications, reporting, logistics advice, and other support
as deemed necessary by the Regional Team Leader to complete the mission.
- Inventory, assess,
manage and coordinate worldwide disaster relief stockpiles and Search and
Rescue caches, valued at over ten million dollars. Provide direction to stockpile managers
to deliver commodities to appropriate seaport or airport, within
designated time frame. Develop and
maintain a substantive computerized Management Information System that
produces reports and provides accountability for inventory management,
replacement, transportation, commodity dispatch, disposal, and total
control of every aspect of handling, storage, and warehouse operations.
- Provide field personnel
support logistics, including the specification, procurement, receipt,
storage, transportation and accountability of all Disaster Assistance
Response Team (DART) support items, including individual support kits,
vehicles, meals-ready-to-eat (MREs), office support kits, and the delivery
and accountability of other equipment sourced from other parts of DCHA.

responsibilities may be designated by the Disaster Logistics Officer.

BASIC QUALIFICATION AND SELECTIVE FACTORS:

Candidates not meeting the basic qualifications and selection factors are
considered NOT qualified for the position)
- Bachelor's degree with
significant study in or pertinent to the specialized field (including, but
not limited to international relations, management, or logistics) and two
(2) years of relevant work experience.
OR
- Six (6) years relevant
work experience in logistics, management, or a similar environment;
- One (1) year of
logistics experience.
- Ability to obtain a
Secret level security clearance as provided by USAID.
QUALITY RANKING FACTORS:
(Determines the ranking of qualified candidates in
comparison to other applicants) The factors are listed in the order of

- Demonstrated knowledge
and work experience in domestic or international logistics management.
- Demonstrated ability to
work independently, with little direct supervision, and function effectively
as part of a team.
- Technical writing
skills sufficient to assist in writing clear and concise logistical
correspondence and procedures.
- Familiarity with United
States government operations and procurement procedures.
- Ability to perform in
high stress environments
- Knowledge
and/or work experience with OFDA or other USG humanitarian relief agency.

computer skills (Windows, Outlook, MS Word, Excel, Access, and PowerPoint;
Internet).

to contract with one, possibly two Personal Service Contractors under this
