8. JOB DESCRIPTION (TO INCLUDE EDUCATION, TRAINING, AND EXPERIENCE REQUIRED FOR POSITION):

 

The position is located in the Operations Division of the Office of U.S. Foreign Disaster Assistance (OFDA). The Operations Division manages and executes all phases of the direct delivery of humanitarian assistance including the acquisition of commodities, transport and logistics arrangements, the delivery of specialized emergency technical support in communications, emergency management as well as specialties in technological (nuclear, biological and chemical) humanitarian disaster response, military liaison and environmental health. In addition, the division maintains OFDA's worldwide stockpiles and maintains relationships with other governmental and non-governmental entities that are capable of supporting OFDA's executions of its humanitarian interventions.

 

The duty of the Disaster Logistics Specialist is to assist the Disaster Logistics Officer in the completion of the responsibilities of the Logistics Unit. The responsibilities of the Logistics Unit include:

 

-          Plan, coordinate, manage, execute and report on all actions and functions required to support all OFDA emergency response missions worldwide.  Manage and coordinate actions by USAID, DOD and commercial transport mangers to assure OFDA response objectives are efficiently supported.  Monitor progress to meet logistical needs; evaluating plans for feasibility, effectiveness, efficiency and economy; developing alternative methods to achieve goals in a wide variety of work operations.

-          In coordination with the OFDA/Disaster Response and Mitigation (DRM) Division, plan logistical responses to declared disasters, including airlift, sealift, and local purchase of disaster relief supplies.  Develops and maintains complete information system that includes specific, accurate data about logistical responses and quantities of material dispatched for specific disasters.

-          Inventory, assess, manage and coordinate worldwide disaster relief stockpiles and Search and Rescue caches, valued at over ten million dollars.  Provide directive to stockpile managers to deliver commodities to appropriate seaport or airport, within designated time frame.  Develop and maintain a substantive computerized Management Information System that produces reports and provides accountability for inventory management, replacement, transportation, commodity dispatch, disposal, and total control of every aspect of handling, storage, and warehouse operations.

-          Maintain accurate reservation and obligation (financial management) information and accountability of all OFDA-funded disaster relief logistics actions, including DOD and commercial airlift, procurement of required relief and support supplies/services, replenishment of deployed stockpile goods, and the transportation costs associated with replenishment. Track OYB drawdowns and generate weekly budget reports/update to OFDA senior management on status of disaster logistics actions.

-          Maintain the US Forest Service (USFS) logistics detailer training program, responsible for the training and familiarization of USFS logistics detailers with disaster logistics, who upon completion of training becomes available for deployment to disaster sites. 

-          Perform annual inspection and physical inventory of all OFDA stockpiles.  Travel as directed by the Division Chief, Operations, with disaster relief commodities, with little to no advance notice, to ensure timely delivery to disaster site. Inspect and report on end-use of disaster relief commodities in the field.

-          Manage special stockpile of water purification equipment.  Responsible for all arrangements for deployment of equipment when requested by OFDA staff.

-          Manage OFDA's field support vehicle fleet.  Ensure vehicles are equipped and ready for immediate worldwide deployment.  Manage contractual and interagency supporting relationships with relevant DOD personnel and organizations for maintenance and storage for vehicles.  Make recommendations to OFDA on optimal strategies for cost-effectiveness and reliable deployment of OFDA vehicles worldwide.

-          Provide field personnel support logistics, including the specification, procurement, receipt, storage, transportation and accountability of all Disaster Assistance Response Team (DART) support items, including individual support kits, vehicles, meals-ready-to-eat (MREs), office support kits, and the delivery and accountability of other equipment sourced from other parts of BHR.

-          Serve as OFDA’s operational contact with the DOD's Office of Humanitarian and Refugee Affairs (HRA), the National Security Council (NSC) and Department of State's Bureau of Political-Military Affairs (PM), specifically to facilitate OFDA tasking of DOD resources to assist with OFDA's disaster relief programs.  Serve as point-of-contact for OFDA clearance of HRA and PM documents.

-          Represent OFDA at Joint Command and Service military exercises to provide input on the OFDA logistical function during disaster responses.  Prepare briefings on OFDA's role and mission.

-          Develop appropriate statements of work for logistics field personnel as directed.  Maintain an up-to-date contact roster of immediately available national and international disaster logistics response resources.

-          Manage contract files for indefinite quantity contracts. Prepare required contract documentation for all amendments, extensions and modifications.  Prepare delivery order documentation.  Write and refine specifications for OFDA disaster relief commodities.  Inspect commodities for compliance with contractual obligations.  Write scopes of work and specifications for worldwide stockpile contracts.

Additional duties and responsibilities may be designated by the Disaster Logistics Officer.

Basic Qualifications and Selective Factors: (Determines basic eligibility for

·         Three years experience in disaster logistics and Bachelor's degree in or pertinent to the specialized field (including, but not limited to, international relations, management, logistics)

OR

one year experience in disaster logistics and master's degree in or pertinent to the specialized field (including, but not limited to, international relations, management, logistics)

OR

a combination thereof.

·         Basic computer skills (word processing and presentation software).

·         Ability to obtain a USAID Top Secret security clearance as provided by USAID.

·         U.S. Citizen.

 

Quality Ranking Factors: (Determines the ranking of qualified candidates in

comparison to other applicants)

·         Knowledge of financial management sufficient to project annual fiscal year budget, expenditures and funds management for logistics; including specific skills utilizing USAID, "Agency", standard (currently Microsoft Excel) for such purposes.

·         Experience in international disaster logistics management.

·         Familiarity with United States government operations and procurement procedures, especially as they relate to international disasters.

·         Ability to perform in high stress environments of a highly dynamic nature during disaster responses as evidenced by experience in multiple international disaster prone areas.

·         Technical writing skills sufficient to assist in writing clear and concise logistical procedures and policies.

·         Relevant work experience with USG, PVO/NGO, IO or UN Agency.
