The position is located in the Operations Support Division of the Office of U.S. Foreign Disaster Assistance (OFDA). The Operations Support Division manages and executes all phases of the direct delivery of humanitarian assistance including the acquisition of commodities, transport and logistics arrangements, the delivery of specialized emergency technical support in communications, emergency management as well as specialties in technological (nuclear, biological and chemical) humanitarian disaster response, military liaison and environmental health. In addition, the division maintains OFDA's worldwide stockpiles and maintains relationships with other governmental and non-governmental entities that are capable of supporting OFDA's executions of its humanitarian interventions. The specific duties of the Disaster Logistics Officer will include, but not be limited to the following: 1. Manage and coordinate actions by USAID, DOD and commercial transport managers to assure OFDA response objectives are efficiently supported; 2. Monitor progress to meet logistical needs; 3. Direct supervisory responsibility for two Personal Services Contractor (PSC) Logistics Program Operations Assistants (GS-11 Equivalents); 4. Assist in planning logistical responses to declared disasters, including airlift, sealift, and local purchase of disaster relief supplies; 5. Develop and maintain complete information system that produces reports and provides accountability for inventory management, replacement, transportation, commodity dispatch, disposal, and total control of every aspect of handling, storage, and warehouse operations 6. Inventory, assess, manage and coordinate worldwide disaster relief stockpiles; 7. Provide directive to stockpile managers to deliver commodities to appropriate seaport or airport, within designated time frame; 8. Maintains accurate reservation and obligation (financial management) information and accountability of all OFDA-funded disaster relief logistics actions; 9. Develop and manage the US Forest Service (USFS) logistics detailer training program; 10. Perform annual inspection and physical inventory of all OFDA stockpiles; 11. Travel as directed with disaster relief commodities, with little to no advance notice, to ensure timely delivery to disaster site; 12. Inspect and reports on end-use of disaster relief commodities in the field; 13. Management of OFDA's field support vehicle fleet; 14. Responsible for field personnel support logistics, including the specification, procurement, receipt, storage, transportation and accountability of all Disaster Assistance Response Team (DART) support items; 15. Serve as OFDA's primary operational contact with the DOD's Office of Humanitarian and Refugee Affairs (HRA), the National Security Council (NSC) and Department of State's Bureau of Political-Military Affairs (PM), specifically to facilitate OFDA tasking of DOD resources to assist with OFDA's disaster relief programs; 16. Represent OFDA at Joint Command and Service military exercises to provide input on the OFDA logistical function during disaster responses; 17. Maintain an up-to-date contact roster of immediately available national and international disaster logistics response resources; 18. Serves as Contracting Officer's Technical Representative for five five-year indefinite quantity contracts; 19. Write and refine specifications for OFDA disaster relief commodities and inspect commodities for compliance with contractual obligations; 20. Write scopes of work and specifications for worldwide stockpile contracts; 21. Serve as back-up for OFDA Operations Center Manager; and Serve as back-up OFDA Duty Officer Coordinator. Minimum Qualifications:Must be able to obtain a Top Secret security clearance; Minimum of five years experience in Logistical management preferably in an International, Voluntary and/or a Non-Governmental Relief Organization or military setting; Bachelor's degree with advanced training in international relations, management, or related field; Familiarity with United States government operations and procurement procedures; Ability to perform in high stress environments of a highly dynamic nature during disaster responses; Familiarity with International, Voluntary and Non-Governmental Relief Organizations and their environments; Crisis intervention skills sufficient to efficiently coordinate personnel and operations from a zero balance to a maximum effort 24 hours per day in a very short period. The ability to work with diverse groups (Military, NGO, PVOs) in both OFDA/ Washington and in a field environment to ensure a smooth integrated or mutually supportive logistical relief effort and to provide accurate reporting of the whole logistical relief effort ("big picture"); Analytical and technical skills to implement a timely and appropriate logistics support to disaster responses. Must have long range planning and operational skills/ qualifications to meet OFDA's logistical requirements; Technical writing skills sufficient to writing clear and concise written logistical procedures and policies, updating same in support of worldwide disaster response operations; Must have knowledge of financial management sufficient to project annual fiscal year budget, expenditures and funds management for logistics; Basic computer skills; and, US Citizen. |
