The incumbent of this position works under the supervision of the OFDA Logistics Officer.

Under guidance of, in consultation with, and in the absence of OFDA Logistics Officer and other operations support personnel, plans, coordinates, executes and reports on all actions and functions required for a range of support activities for OFDA response missions and maintenance of OFDA's logistics system, as well as other logistics-related programs and projects.

Identifies, plans, organizes and creates necessary activities to provide support for efficient disaster relief operations.  Integrates required actions of each support entity into a comprehensive logistics plan and takes necessary action to obtain desired results.  Monitors progress to meet logistical needs; evaluates plans for feasibility, effectiveness, efficiency and economy; develops alternative methods to achieve goals in a wide variety of work operations.

Assists OFDA Logistics Officer in maintenance of six worldwide disaster relief stockpiles valued at over ten million dollars.  Provides substantive support in providing stockage calculations, reports, accountability, inventory management, security replacement, transportation, commodity dispatch, disposal, and total control of every aspect of handling, storage, and warehouse operations.

Assists OFDA Logistics Officer to identify appropriate transportation and logistics experts, develop statements of work (SOW), train OFDA staff on logistics procedures, and dispatch qualified personnel to foreign disaster locations.  Assists with training and integration of monthly detailers into OFDA Logistics program.  Maintains a contact roster of immediately available national and international disaster logistics response resources.

Under guidance of, in consultation with, and in the absence of OFDA Logistics Officer, advises senior management of affected U.S. government agencies, U.S. Embassies and Missions, foreign government officials, UN agencies and private U.S. and international organizations on disaster logistics issues, policies, procedures and operational capacities.

Prepares responses to logistical inquiries to OFDA.  Presents briefings, lectures, and training on OFDA logistics to such audiences as directed.

As directed by supervisor, prepares files, charts, and analytical reports relative to the provision of disaster relief commodities and services.  Must analyze diverse information from unrelated sources to identify real and potential problems and evaluate relevant factors.

Drafts a wide variety of documentation, correspondence, and reports involving both technical and specialized terminology.  Performs independent research and assembles background information as needed/appropriate.  Provides technical support on logistics during the relief grant proposal review process.

Periodically performs duty officer responsibilities on a seven day per week, 24 hour per day basis.

Assists the OFDA/OS Program Operations Assistant in execution of duties, as directed.

Performs other duties, as assigned.
