Field Officer – Statement of Work

The Contractor will be assigned by BHR/OFDA to USAID/BHR/OFDA’s Kosovo Program Office as a Field Officer on a temporary basis. The term of this temporary duty assignment is initially for a six-month period but could be extended contingent upon program needs and a review of the employee's performance after three months. From the base of operations in Pristina, the Field Officer will travel throughout the region.

In this capacity the incumbent will be responsible for assessing humanitarian needs at the field level, monitoring and evaluating BHR/OFDA humanitarian programs, and coordinating USAID/BHR/OFDA humanitarian assistance activities with NGOs, UN operational agencies, KFOR field personnel, UNMIK municipal administrators/field staff, and other bilateral donors.  In close cooperation with the Senior Program Officer or his/her designee, the contractor will provide guidance on areas of focus for BHR/OFDA and other U.S. Government efforts for the at-risk populations in Kosovo. The Field Officer will report to the Senior Program Officer.

The specific duties of the Contractor shall include but not be limited to the following:

1. Identify and assess the humanitarian assistance requirements at the city and village level throughout Kosovo, including target groups, their locations, existing relief programs and the types of interventions necessary.

2. Monitor field-level food, logistics, infrastructure, health, water, sanitation, NGO and local organizational capacities, and the role of the United Nations in providing humanitarian assistance to Kosovo.

3. Provide regular reports and recommendations to the USAID/BHR/OFDA Kosovo Program Office on the following:

     Capacity, ability, and level of activity of existing indigenous structures to respond to relief needs.

     Capacity and ability of UN and other donor governments to carry out programs.

     Capacity and ability of NGOs/PVOs to carry out programs.

     Capacity of the logistics infrastructure to support the programs.

     Security situation of personnel, convoys, and relief operations in general and often in regard to a specific area.

     Localized contributions by other donors, activities of NGOs, UN, KFOR and other relief agencies, problems arising on
     implementation of the relief program, and any other issues that require attention of BHR/OFDA.
 

4.  Review and monitor distribution plans and activities of relief organizations and report on the overall coordination and command structure, its effectiveness, and recommendations for change.

5.  Establish and maintain regular communication and coordination with personnel from relief organizations at the field office level.

6.  Provide advice and guidance to Senior Program Officer on relief needs at the local level to assist Kosovo Program
Office in recommending additional activities or initiatives to BHR/OFDA/Washington.  Participate with Senior Program Officer in reviewing and recommending NGO/PVO grant proposals. Provide guidance at the field office level to NGO/PVOs on proposals that the USG would consider funding.

7.  With the Senior Program Officer/designee, coordinate with UNMIK, KFOR, UNHCR, NGOs, and local authorities at the municipal/field office level to facilitate U.S emergency humanitarian relief activities.

8.  In coordination with appropriate staff from UN agencies and NGO field offices, monitor contingency planning for relocation of refugee/displaced persons to specific areas within Kosovo as well as future displacements of populations and mitigation issues.

9.  Work with other donors to foster and encourage their emergency funding of humanitarian grants and projects in the field.

10.  Monitor the work of BHR/OFDA-funded PVOs at the field level to ensure that identified needs are met, reports are made, and problems or required changes in program implementation are addressed.

11.  Monitor U.S. Government provided materials at required locations throughout Kosovo by visiting project sites, recipients of humanitarian assistance, collection centers, and camps for displaced persons, as well as reviewing and verifying information in PVO/NGO reports and monitoring end use and control of USG/BHR/OFDA funded property.

12.  Meet with field officers of various relief community organizations as required to advance USG humanitarian policy, to discuss on-going activities, prevent duplication of effort, and supervise coordination of BHR/OFDA-funded projects.

13.  Operate BHR/OFDA communications and data processing equipment, to include CAPSAT, CDS, SATPHONE, CODAN, cellular type mobile phones, hand held radios, and computer software. Operate a 4-wheel drive, standard shift vehicle in cross-country conditions.

14.  Escort and/or brief official visitors, including VIPs/special dignitaries, during travel to the field in Kosovo.

15.  Assist U.S. Office and USAID staff with coordinating meetings, site visits and official delegation activities in the field as required.

16.  Work without Senior Program Officer supervision for extended periods of time while traveling to remote areas of Kosovo.

17.  Submit an end of tour report.

18.  Perform other duties as assigned by the Senior Program Officer.

QUALIFICATIONS

1. Three years experience in humanitarian relief operations, with expertise and specialized experience in the area of field coordination, situation reporting and analysis, and strategy development.

2. Minimum academic experience of a four-year academic degree.

3. Strong familiarity with international NGOs, their capacities, mandates, and operational structure.

4. Experience working in complex emergencies with UN agencies, international organizations, and multiple non-governmental organizations under conditions of insecurity.

5. Extensive experience at the field level, including conducting field assessments, interviewing and collaborating with local populations, analyzing field conditions and needs, predicting sectoral requirements.

6. Good knowledge of basic humanitarian relief sector issues: health, shelter, food, water/sanitation, non-food, agriculture, logistics, UN organizations, etc.

7. Experience in reviewing grant proposals from non-governmental organizations for humanitarian operations.

8. Good writing skills.

9. Strong team player.

10. Excellent interpersonal skills including communication, informational interviewing and collaborating with others.

11. Good analytical skills.

12. Past familiarity with and field experience in Kosovo required.

13. Knowledge of USAID, BHR, OFDA, PRM and other USG agencies required.

14. Knowledge of and ability to operate field telecommunications equipment including VHF, HF, satellite telephone.

15. Ability and experience in operating of USG four-wheel drive vehicles, especially over poor roads and in inclement
weather.

16. Albanian or Serbian language a plus, but not required.

17. US citizen.
