Emergency Disaster Response Coordinator (EDRC) for Indonesia

The USAID/OFDA-funded Emergency Disaster Response Coordinator (EDRC) for Indonesia assists in the monitoring of the humanitarian situation and management of USAID/OFDA-relief programs in Indonesia. Primary duties: include (1) reporting of information collected on humanitarian issues based on site visits, meetings, and other observations; (2) developing strategies and plans for response efforts in Indonesia; (3) program development with NGOs, IOs, and UN agencies; (4) program management (monitoring and evaluation of OFDA-funded programs); and (5) coordination with donor community and host country.

The EDRC will be based in Jakarta, Indonesia, where he/she will work out of the office of the USAID Mission, and maintain a residence in Jakarta. The EDRC will travel, as security permits, extensively in Indonesia to assess, evaluate and monitor emergency conditions, particularly at USAID/OFDA project sites, and make recommendations for interventions. The EDRC will report directly to USAID/OFDA's Regional Coordinator for the Asia, Pacific, Latin America and Caribbean (AsiaLAC) regional team. In addition, the EDRC will coordinate closely with OFDA's Senior Regional Advisor (SRA) and the USAID Mission Director and Country Team in Jakarta. The EDRC will maintain regular contact with the American Ambassador and work closely and collaboratively with USAID/OFDA's Disaster Operations Specialist for Indonesia in Washington on all aspects of the portfolio.

Qualifications:

Bachelor's degree with advanced training in international relations, economics, food policy or related field. Three years experience in emergency relief and humanitarian assistance. Experience in overseas project management with special emphasis in working under civil strife situations. Demonstrated ability to work with USG agencies, International Organizations, Non-Governmental Organizations, UN agencies, and host governments. Good verbal and written communication and interpersonal skills. Basic computer skills and demonstrated writing capability. Ability to operate communications and data processing equipment, including cellular type mobile phones, hand held R&R radios, and word-processing computer software. Security clearance as provided by USAID. US Citizen. Bahasa Indonesia language skills strongly preferred.
