BACKGROUND

After 20 years of civil war, the Government of the Republic of Angola (GRA) and representatives of the National Union for the Total Independence of Angola (UNITA) signed the Lusaka Protocol, a comprehensive peace agreement, in November 1994.
Over the next year, the protocol was implemented, and in April 1997 the Government of National Reconciliation was installed.  Two months later military integration was declared complete.  The past year, however, has brought significant political changes including the reversal of the achievements of the Lusaka Protocol, the stalemate of the peace process, and UNITA's withdrawal from the government.  The resurgence of war, starting in late 1998, has resulted in a further deterioration of the humanitarian situation in Angola.

For the past ten years, USAID has been one of the major international donors supporting humanitarian efforts in Angola.
BHR/OFDA began its emergency relief program in Angola in fiscal year (FY) 1989, and since then has provided more than $133 million to support life-saving humanitarian operations.  In response to the current crisis and disaster declaration by the U.S. Ambassador to Angola in February 1999, BHR/OFDA has funded a number of emergency programs to target assessed needs in the areas of food security (nutrition and agricultural production), basic health care, water and sanitation, as well as humanitarian assistance coordination, logistics, and an enhanced U.N. security network.  BHR/OFDA works in close collaboration with the USAID Mission in Angola (established in 1996) and the other USAID Bureaus and offices supporting programs in Angola.

SCOPE OF WORK FOR A BHR/OFDA EMERGENCY DISASTER RESPONSE COORDINATOR (EDRC)

The position of the BHR/OFDA Emergency Disaster Response Coordinator (EDRC) for Angola was established to provide in-country management for the current humanitarian emergency.  The EDRC will work for BHR/OFDA/ARO, reporting to the Senior Regional Advisor of that office, but s/he will be physically located in the USAID/Angola Mission in Luanda.  S/he will participate as a member of the USAID/Angola Strategic Objective Team responsible for relief and rehabilitation programs, and will work in close collaboration with BHR/OFDA/Washington.

Primary duties include assessing a broad spectrum of emergency conditions throughout Angola to provide program recommendations, implementation strategy, management oversight and evaluation of BHR/OFDA activities.  Security permitting, the EDRC will travel extensively in-country.

BHR/OFDA/ARO Regional Advisor responsibilities will include but not be limited to the following:

Serve as the country representative for the BHR/OFDA humanitarian assistance program.

In conjunction with USAID/Angola, review project proposals from NGOs/PVOs and UN agencies-ensuring compliance with BHR/OFDA
Guidelines-and provide recommendations/comments to BHR/OFDA/Washington.

Conduct site visits to BHR/OFDA-funded projects.  Report via cable to BHR/OFDA/Washington and BHR/OFDA/ARO/Nairobi on changes in the operational environment and assessed needs, and on project implementation - noting progress, problems, and constraints.

Participate in assessment missions with other donors, UN agencies, NGOs/PVOs and local authorities.

Serve as BHR/OFDA liaison in Angola with UN agencies and the UN coordinating body - the Humanitarian Assistance Coordination Unit (UCAH) - to strengthen their coordination efforts with the BHR/OFDA-funded NGOs and other emergency/transitional activities.

Together with USAID/A and BHR/OFDA/Washington, coordinate with the donor community and the Government of Angola to develop integrated emergency/transitional programs.

Facilitate and brief official visitors on the BHR/OFDA program and related matters.

Prepare a final report summarizing and commenting on the EDRC's activities during the year.

QUALIFICATION FACTORS

Bachelor's degree with advanced training in disaster management, international relations, economics, food policy or related field.

Minimum 3 years experience in overseas emergency relief project management, preferably in conflict situations.

Speaks Portuguese (preferable) or Spanish.

Knowledge of USAID and BHR/OFDA operating procedures.

Experience working with international organizations, USG agencies and PVOs/NGOs.

Excellent writing and analytical skills.

Familiarity with strategic planning and results-based reporting.

Enjoys working as part of a team as well as independently.

Demonstrated proficiency in Microsoft Office 97 and Internet applications.

U.S. Citizenship.

Security clearance as provided by USAID.
