FOR POSITION):
Disaster Operations Specialist
The Disaster Operations Specialists (DOS) position is located in the Office
of U.S. Foreign Disaster Assistance (OFDA) in Washington, DC. This position
may require extensive overseas travel in support of OFDA programs. A brief
description of specific responsibilities may include, but is not limited
to, the following:
Interface with OFDA Regional Teams and TAG members to maintain awareness of and plan for potential disaster responses;
Coordinate interagency review of disaster programs in foreign countries;
Track foreign disaster preparedness, mitigation and response
programs in other USG organizations, share information with appropriate Regional Teams
and other USAID offices, and encourage integration with relevant OFDA
programs, as appropriate;
Monitoring threatening and incipient disasters and reviewing, coordinating, and implementing emergency relief and rehabilitation programs in coordination with Regional Teams and TAG members;
Serve on or backstop BHR/OFDA assessment teams and Disaster Assistance Response Teams (DARTs) to disaster sites when deemed necessary and follow up with appropriate reports and/or cables;
Develop and execute official documents, including but not limited to entries into the NMS, memos, cables, and information requests;
Review proposals from implementing organizations and coordinate interagency review. Interface with implementing organizations regarding project proposals submitted for funding.
MINIMUM QUALIFICATIONS:
At least three years of relevant work experience with the U.S. Government, an international organization or a non-governmental organization, preferably within the field of disaster management or a related field, and a Bachelors degree in related field
OR
At least one year of relevant work experience and a Masters degree in international relations, political science, disaster management, or a related field;
Demonstrated ability to work with the diverse array of individuals and organizations involved in disaster response/preparedness/mitigation and humanitarian assistance, including U.S. Government agencies (e.g., USAID, State, U.S. Department of Defense, CDC, NOAA, USGS, FEMA, etc.), international organizations, non-governmental organizations, UN agencies
and host governments;
Ability to perform in high stress environments of a highly dynamic nature during disaster responses;
Demonstrated verbal and written ctommunication skills, and interpersonal skills;
Demonstrated program management skills;
Ability to obtain a Secret security clearance as provided by USAID;and,
