Disaster Logistics Officer for the Operations Support Divsion

The position is located in the Operations Support Division of the Office of U.S. Foreign Disaster Assistance (OFDA). The Operations Support Division manages and executes all phases of the direct delivery of humanitarian assistance including the acquisition of commodities, transport and logistics arrangements, the delivery of specialized emergency technical support in communications, emergency management as well as specialties in technological (nuclear , biological and chemical) humanitarian disaster response, military liaison and environmental health. In addition, the division maintains OFDA's four worldwide stockpiles and maintains relationships with other governmental and non-governmental entities who are capable of supporting OFDA's executions of its humanitarian interventions.

The incumbent plans, coordinates, manages, executes and reports on all actions and functions required to support all OFDA emergency response missions worldwide. Manages and coordinates actions by USAID, DOD and commercial transport mangers to assure OFDA response objectives are efficiently supported. Monitors progress to meet logistical needs; evaluates plans for feasibility, effectiveness, efficiency and economy; develops alternative methods to achieve goals in a wide variety of work operations. The Logistics Officer has direct supervisory responsibility for two Personal Services Contractor (PSC) Logistics Program Operations Assistants.

In coordination with OFDA/Disaster Response and Mitigation (DRM) Action Officer, plans logistical responses to declared disasters, including airlift, sealift, and local purchase of disaster relief supplies. Develops and maintains complete information system that includes specific, accurate data about logistical responses and quantities of material dispatched for specific disasters.

Inventories, assesses, manages and coordinates five worldwide disaster relief stockpiles and Search and Rescue caches, valued at over ten million dollars. Provides directive to stockpile managers to deliver commodities to appropriate seaport or airport, within designated time frame. Develops and maintains a substantive computerized Management Information System which produces reports and provides accountability for inventory management, replacement, transportation, commodity dispatch, disposal, and total control of every aspect of handling, storage, and warehouse operations.

Maintains accurate reservation and obligation (financial management) information and accountability of all OFDA-funded disaster relief logistics actions, including DOD and commercial airlift, procurement of required relief and support supplies/services, replenishment of deployed stockpile goods, and the transportation costs associated with replenishment. Tracks OYB drawdowns and generates weekly budget reports/update to OFDA senior management on status of disaster logistics actions.

Develops and manages the US Forest Service (USFS) logistics detailer training program, responsible for the training and familiarization of USFS logistics detailers with disaster logistics, who upon completion of training becomes available for deployment to disaster sites. Trains two person-year of trainees each year.

Performs annual inspection and physical inventory of all OFDA stockpiles. Travels as directed by the Division Chief, with disaster relief commodities, with little to no advance notice, to ensure timely delivery to disaster site. Inspects and reports on end-use of disaster relief commodities in the field.

Manages special stockpile of water purification equipment. Responsible for all arrangements for deployment of equipment when requested by OFDA staff.

Responsible for management of OFDA's field support vehicle fleet. Ensures vehicles are equipped and ready for immediate worldwide deployment. Manages contractual and interagency supporting relationships with relevant DOD personnel and organizations for maintenance and storage for vehicles. Makes recommendations to OFDA on optimal strategies for cost-effectiveness and reliable deployment of OFDA vehicles worldwide.

Responsible for field personnel support logistics, including the specification, procurement, receipt, storage, transportation and accountability of all Disaster Assistance Response Team (DART) support items, including individual support kits, vehicles, meals-ready-to-eat (MREs), office support kits, and the delivery and accountability of other equipment sourced from other parts of BHR.

Serves as OFDA's primary operational contact with the DOD's Office of Humanitarian and Refugee Affairs (HRA), the National Security Council (NSC) and Department of State's Bureau of Political-Military Affairs (PM), specifically to facilitate OFDA tasking of DOD resources to assist with OFDA's disaster relief programs. Serves as key point-of-contact for OFDA clearance of HRA and PM documents.

Represents OFDA at Joint Command and Service military exercises to provide input on the OFDA logistical function during disaster responses. Prepares briefings on OFDA's role and mission.

Develops appropriate statements of work for logistics field personnel as directed. Maintains an up-to-date contact roster of immediately available national and international disaster logistics response resources.

Serves as Contracting Officer's Technical Representative for five five-year indefinite quantity contracts. Responsible for management of contract files, preparation of required contract documentation for all amendments, extensions and modifications. Prepares delivery order documentation. Writes and refines specifications for OFDA disaster relief commodities. Inspects commodities for compliance with contractual obligations. Writes scopes of work and specifications for worldwide stockpile contracts.

Serves as back-up OFDA Operations Center Manager. As such ensures with the Operations Center Manager in a state of readiness. Coordinates 24-hour volunteer Operations Center staffing during declared disasters. In consultation with computer support personnel, ensures technical equipment in operations center is in proper working order.

Serves as back-up OFDA Duty Officer Coordinator, responsible for maintaining and publishing the OFDA Duty Roster and OFDA Staff Roster for the Secretariat Phone Book. Primary alternate point of contact for State Department Operations Center if Duty Officer can not be reached.

Serves as OFDA Fire Warden, and advises staff of proper strategy and security matters as instructed by building management.


Qualifications:

  • Must be able to obtain a USAID Top Secret security clearance
  • Minimum of five years experience in Logistical management preferably in a International, Voluntary and/or a Non-Governmental Relief Organization or military setting.
  • Bachelor's degree with advanced training in international relations, management, or related field.
  • Familiarity with United States government operations and procurement procedures.
  • Ability to perform in high stress environments of a highly dynamic nature during disaster responses.
  • Familiarity with International, Voluntary and Non-Governmental Relief Organizations and their environments.
  • Crisis intervention skills sufficient to efficiently coordinate personnel and operations from a zero balance to a maximum effort 24 hours a per day in a very short period. The ability to work with diverse groups (Military, NGO, PVO's) in both OFDA/ Washington and in a field environment to ensure a smooth integrated or mutually supportive logistical relief effort and to provide accurate reporting of the whole logistical relief effort ("big picture")
  • Analytical and technical skills to implement a timely and appropriate logistics support to disaster responses. Must have long range planning and operational skills/ qualifications to meet OFDA's logistical requirements.
  • Technical writing skills sufficient to writing clear and concise written logistical procedures and policies, updating same in support of worldwide disaster response operations.
  • Must have knowledge of financial management sufficient to project annual fiscal year budget, expenditures and funds management for logistics.
  • Basic computer skills.
  • Must be a US citizen
