DEPUTY REGIONAL ADVISOR for LATIN AMERICA and the CARIBBEAN (LAC) in SAN JOSE, COSTA RICA

Latin America and the Caribbean are extremely vulnerable to both natural and technological disasters which have worsened in recent years due to population pressures, urbanization, and extreme climatic events. However, LAC's capacity to manage disasters has grown substantially in recent years and Latin American and Caribbean nations are now generally capable of managing disasters up to moderate severity without external assistance. In major events, however, most nations of the region face a serious risk of having their overall coping capacities overwhelmed by disaster response requirements.

OFDA's strategy seeks to reduce the demand for disaster relief, chiefly by increased preparedness and mitigation activities at the community level, and by strengthening governments' capacity to meet immediate post-disaster needs so as to prevent deterioration in the situation of disaster victims.

STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Deputy Regional Advisor (DRA) for LAC will be based in San Jose, Costa Rica and will report to the Senior Regional Coordinator for LAC in San Jose. The DRA will be responsible for resource management, program development and monitoring, and implementation of the draft OFDA Strategic Plan for LAC in collaboration with the OFDA/LAC San Jose office and the OFDA/Washington LAC Regional Team. The specific duties and responsibilities of the DRA will include:

    a) Responding to humanitarian emergencies--natural, technological and conflict-related disasters in LAC as required. The incumbent will be required to travel on short notice for periods up to 30 days as a critical component of U.S. Government disaster and humanitarian response capacity. As a part of this travel, the incumbent will conduct initial assessments of damage and humanitarian needs, recommend appropriate relief assistance/interventions, and facilitate and coordinate actual U.S. Government emergency response activities;
    b) In the absence of the OFDA/LAC Senior Regional Coordinator in San Jose, serving as Acting Senior Regional Coordinator;
    c) Ensuring that OFDA/LAC activities are consistent with the OFDA/LAC Strategic Plan;
    d) Manage the following staff in the OFDA/LAC San Jose office: the International Resources Group (IRG) Chief of Party, and through her, local IRG program and support staff and consultants; the non-IRG support staff; and, in the absence of the Senior Regional Coordinator, the entire OFDA/LAC staff (including OFDA/LAC regional advisors and support staff in San Jose and regional advisors in Kingston, Jamaica);
    e) Maintaining budgetary oversight of OFDA/LAC funding requests to OFDA/Washington and disbursements overseas;
    f) In close coordination with technical counterparts in OFDA/Washington and OFDA regional advisors in Costa Rica and Jamaica, assisting national emergency organizations and non-govermental organizations (NGOs) in Latin America and the Caribbean in developing strong emergency/disaster preparedness plans. This may include the design, development, and implementation of technical assistance programs in risk management, disaster simulation exercises, and hazard vulnerability assessments.
    g) Maintaining close relations with USAID Missions, U.S. Embassies, host governments, and with national, international and non-governmental organizations that provide disaster relief assistance and/or engage in disaster preparedness or mitigation activities in the LAC region. As required, the incumbent shall assist (and coordinate, as appropriate) these entities with needs assessments and in identifying appropriate program content, and shall facilitate liaison with other national, regional, international, and UN organizations;
    h) Identifying opportunities for initiation of mitigation measures that could be linked to disaster response activities, with a view toward reducing the vulnerability of disaster-prone communities; and
    i) Serving as Disaster Assistance Response Team Leader or DART Member when DARTs are dispatched from OFDA/W to the LAC region.

POSITION REQUIREMENTS: The incumbent shall possess the following minimum qualifications:

    a) U.S. citizenship;
    b) At least 10 years relevant overseas work experience in developing countries with the U.S. Government, an international organization or a non-governmental organization, of which at least five years will have been in disaster management or a related field, preferably in the LAC region;
    c) At least 10 years work experience in the LAC region;
    d) At least five years experience in mid-level management, including program planning and budgeting in developing countries;
    e) Demonstrated understanding of U.S. Government's role (past and present) in disaster response and mitigation in Latin America and the Caribbean;
    f) Masters degree in international relations/development or a related field;
    g) Demonstrated ability to work with a wide array of organizations involved in disaster response/mitigation and humanitarian assistance, including U.S. Government agencies (e.g., USAID, State, Defense, CDC, NOAA, USGS), international organizations (e.g., IFRC, ICRC), non-governmental organizations, UN agencies, and host governments;
    h) Bilingual or fluency in English and Spanish (FSI-5/5 level - speaking and writing);
    i) Demonstrated leadership and management abilities;
    j) Demonstrated verbal and written communications skills, and interpersonal skills;
    k) Demonstrated ability to work effectively and harmoniously in a team environment;
    l) Candidate must qualify for a secret level USAID security clearance. This is a GS-14 equivalent position ($63,567 to $82,638) . The closing date for this solicitation is June 1, 1999. Only materials received prior to this deadline shall be considered.
