DUTIES AND RESPONSIBILITIES:

The Logistics Officer is responsible for conducting assessments of the logistical capabilities and systems in Kosovo and the surrounding area to determine the availability of infrastructure required to transport emergency assistance commodities from points of origin to destinations. Systems to be assessed include road networks, railroad infrastructure, airports, commercial and military transport capabilities, and NGO/UN/IO assets and capabilities.

A major part of his/her effort will be coordinating all aspects of the shelter and winterization commodity requirements of NGOs receiving USG funding and supplies. These supplies will be provided from a variety of sources, including USG-contracted organizations, nongovernmental organizations, and UN agencies. As the Logistics Officer in Macedonia he/she will organize the activities in the Skopje Logistics Office in order to program, monitor and ensure delivery of required supplies into Kosovo from points outside Kosovo. He/she will be the primary point of contact for the OFDA/Washington staff on Logistics matters and will liaise with the Logisticians in DC supporting the DART Kosovo operation.

The Logistics Officer will provide support in communications, reporting, fiscal accountability, vehicle management, logistics advice, and other support as deemed necessary by the DART Team Leader to complete OFDA's missions.

The Logistics Officer shall also serve as advisor to the DART Team Leader on security issues. He will provide security/safety assessments for operations in all DART offices and continue to reevaluate issues surrounding the personal security of DART members. The Logistics Officer will coordinate and establish DART security contingency plans (to include emergency evacuation) with other organizations on the ground. He will be the primary point of contact between the DART and the Regional Security Officer. He will make recommendations to the Team Leader as appropriate.

The logistics officer will supervise the support staff on the logistics cell. The Logistics Officer will be required to brief/debrief with OFDA/Washington prior to and after the period of contract performance. The period of performance will be seven (7) months, commencing on/about 1
October 1999 and ending on/about 30 March 2000.

KNOWLEDGE/SKILLS REQUIRED:

Minimum 1 year of USAID, USG or civil military operations experience in logistics management with special emphasis in working in civil strife environments.

Bachelor's degree with advanced training in international relations, economics, food policy or related field.

Experience in emergency relief and humanitarian assistance for three years, knowledge of OFDA operating procedures and USAID Handbook and Foreign Affairs Manual is preferred.

Basic computer skills and demonstrated writing capability.

Ability to operate communications and data processing equipment, including cellular type mobile phones, hand held R&R radios, Word-Perfect computer software, and satellite communications equipment.

Ability to operate a 4-wheel drive, standard shift vehicle in cross-country conditions.

Security clearance as provided by USAID.

Experience in relief and development issues.

US citizen.
