THE FOLLOWING IS A POSTING FOR A PAST POSITION AND IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY Field Officer for Disaster Assistance (DART) (USAID)ISSUANCE DATE: 9/16/99

The Contractor will be assigned by BHR/OFDA to DART/KOSOVO as a Field Officer on a temporary basis. The extended term of this temporary duty assignment will be contingent upon DART/KOSOVO program needs and a review of the employee's performance after three months. From the base of operations in Pristina/Field office, the Field Officer will travel throughout the region. In this capacity the incumbent will be responsible for assessing humanitarian needs, monitoring and evaluating BHR/OFDA humanitarian programs, and coordinating U.S.G. BHR/OFDA disaster relief and humanitarian assistance activities with NGO's, UNHCR, WHO, WFP, FAO and other UN international organizations, and other bilateral donors. In close cooperation with the Team Leader or his/her designee, the contractor will provide guidance on areas of focus for BHR/OFDA and other U.S. Government efforts for the at-risk populations in Kosovo. The Field Officer will report to the Team Leader. The specific duties of the Contractor shall include but not be limited to the following: 1. Identify and assess the humanitarian assistance requirements of Kosovo, including target groups, their locations, existing relief programs and the types of interventions necessary. In consultation with the Team Leader/designee, the Field Officer will identify unforeseen emergency, small scale, high impact projects for equipment or specialized consulting services that could be implemented within days by quick response from DART/KOSOVO under special Rapid Response Funding authority. 2. Monitor food, logistics, infrastructure, health, water, sanitation, NGO and local organizational capacities, and the role of the United Nations in providing humanitarian assistance to Kosovo. 3. Provide regular reports and recommendations to DART/KOSOVO on the following: a.· Capacity, ability, and level of activity of existing indigenous structures to respond to relief needs. b.· Capacity and ability of UN and other donor governments to carry out programs. c.· Capacity and ability of NGOs/PVOs to carry out programs. d.· Capacity of the logistics infrastructure to support the programs. e.· Security situation of personnel, convoys, and relief operations in general and often in regard to a specific area. f.· Contributions by other donors, activities of NGOs, UN, and other relief agencies, problems arising on implementation of the relief program, and any other issues that require attention of BHR/OFDA. 4. Review and monitor distribution plans and activities of relief organizations and report on the overall coordination and command structure, its effectiveness, and recommendations for change. 5. Review NGO/PVO grant proposals for their compliance with OFDA proposal

6. With the Team Leader/designee, coordinate with UNHCR, NGOs, local authorities and high-ranking government officials to facilitate U.S emergency humanitarian relief activities in Kosovo. 7. Monitor contingency planning for relocation of refugee/displaced persons as well as future displacements of populations and mitigation issues. 8. Work with other donors to foster and encourage their emergency funding of humanitarian grants and projects. 9. Monitor the work of BHR/OFDA-funded PVOs to ensure that identified needs are met, and identify problems or changes in program implementation. 10. Work with DART staff in setting priorities and timetables for procurement and delivery of relief supplies, including providing specifications, quantities, and identifying consignees. 11. Monitor U.S. Government provided materials throughout Kosovo by visiting project sites, recipients of humanitarian assistance, collection centers, and camps for displaced persons, as well as reviewing and verifying information in PVO/NGO reports and monitoring end use and control of USG/BHR/OFDA funded property. 12. Meet with UNHCR, the regional/country directors and field program officers of IRC, WHO, CRS, MCI, CAD as well as with other donors, US and foreign military officers, local nationals and PVO/NGO personnel as required to advance USG humanitarian policy, to discuss on-going activities, prevent duplication of effort, and supervise coordination of BHR/OFDA-funded projects. 13. Develop work plans, situation reports, and travel schedules. 14. Participate in the development of situation reporting, action planning, resource tracking, documentation and commodity consignment systems. 15. Operate BHR/OFDA communications and data processing equipment, to include CAPSAT, CDS, SATPHONE, CODAN, cellular type mobile phones, hand held radios, and computer software. Operate a 4-wheel drive, standard shift vehicle in cross-country conditions. 16. Escort and/or brief official visitors, including VIPs/special dignitaries, during travel in Kosovo. 17. Assist U.S. Embassy staff with humanitarian assistance matters (donations, inquiries, meetings, and logistics problems) as required. 18. Work without Team Leader Supervision for extended periods of time while traveling to remote areas of Kosovo. 19. Submit an end of tour report 20. Perform other duties as assigned by the DART Team leader. QUALIFICATIONS 1. Three years experience in humanitarian relief operations. 2. Strong familiarity with international NGO's, their capacities, mandates, and operational structure. 3. Experience working in complex emergencies with UN agencies, international organizations, and multiple non-governmental organizations under conditions of insecurity. 4. Extensive experience at the field level, including conducting field assessments, interviewing and collaborating with local populations, analyzing field conditions and needs, predicting sectoral requirements. 5. Good knowledge of sectoral issues in health, shelter, food, water/sanitation, non-food, agriculture etc. 6. Experience in writing/reviewing proposals for humanitarian operations. 7.
