Administrative Officer for Disaster Assistance Response Team (DART)

DUTIES AND RESPONSIBILITIES

The Administrative Officer is responsible for the administrative management activities of the Disaster Assistance Response Team. As such, he/she is the principal official responsible for providing advice, guidance and direction to the DART and BHR/OFDA on administrative planning and logistical matters in support of the DART's mission to provide emergency humanitarian assistance to the former Yugoslavia/Kosova

The Administrative Officer is responsible for developing plans for administrative support functions that are provided to accommodate the DART's multi-million dollar program operations.

The DART Administrative Officer develops and interprets management policies and procedures, reviews program documents for management implications, provides support services, and develops project funded budgets for operations for DART/Pristina and Kosova field offices.

The DART Administrative officer is responsible for a wide range of functions to include all DART/Pristina based actions related to: personnel; general services; security; safety; supply management; contracting services; leasing; travel; records management for the DART and all DART field offices.

As a member of the BHR/OFDA DART, under the supervision of the DART Team Leader, the specific duties of the Contractor shall include but not be limited to the following:

Devise appropriate organizational structure and manpower requirements for both American and local personnel in DART/Pristina and field offices;

Establish special personnel and pay systems where there is no Embassy wage survey data or local national employment plan to serve as a model;

Work with the USAID Regional finance office to develop financial Management systems involved in
the reservation, obligation, disbursement, and overall management of the various funding allowances for the DART;

Develop project-funded budgets for DART operations for DART/Pristina and the field offices for review and consultation with BHR/OFDA;

Direct the administration of current support budgets ensuring prompt and proper obligation of funds;

Oversee all field contracting, leasing arrangements, supply management, and travel services for DART/Pristina and the Field Offices;

At the direction of the DART/Pristina Team Leader, and in consultation with the DART/Pristina Grants Officer and appropriate field officers, conducts procurement under the DART/Pristina
Rapid Response Fund should one be established;

Develop and prescribe appropriate internal management systems and policies, with particular
attention to the need to coordinate the internal procedures and operations of sub offices to the DART/Pristina main office;

Travel frequently to DART/Pristina field offices to ensure appropriate administrative support functions are in place and functioning properly;

Interpret AID management regulations and direct their application to facilitate the provision of management support;

Establish and maintain a directives and notice system for internal issuance of DART/Pristina and field office policies, procedures, and notices to appropriate personnel;

Plan and direct DART/Pristina and field office property acquisition, management and disposal programs, and develop standards for issuing, using and controlling the property of DART/Pristina and all field offices;

Perform immediate assessment and evaluation of current and future administrative function needs. Consider the need for phones, radios, fax machines, typewriters, computers, electricity, personnel, transportation, interpreters, work/storage area and the ability to expand, if necessary;

Consult regularly with the BHR/OFDA Communications Officer regarding equipment status, current needs, future needs and any other related issues;

Maintain current work-site, equipment and operations;

Develop staff work schedules;

Establish and maintain contacts with USAID and State Dept Offices in Kosova

Determine availability of support including secretarial, equipment rental, storage and workspace, local hire of personnel, communications, and procurement of supplies and commodities;

Oversee time-keeping procedures for all DART personnel. Inform Team Leader and members of
status;

In consultation with the DART Logistician ensure that proper security is provided for administrative equipment and files;

Ensure that all fiscal and secretarial actions are accurately documented and information is filed in a safe, waterproof area;

Regularly provide Team Leader with reports on the amount of money spent and obligated by DART;

Contribute regularly to team action planning process. Advise other functions on cost estimates for proposed actions;

Provide recommendations to the Dart Team Leader on administrative matters to improve the Team's ability to carry out USG emergency humanitarian assistance programs in Kosova.

Carry out special research projects as assigned by the Team Leader. Participate in planning meetings. Make contributions to the team action planning process. Evaluate lessons learned, administrative problems, inter-agency inter-operability issues, concerns, future needs, recommended changes;

Brief members of the U.S. Embassies, Congressional members and staffers, and a multitude of visitors on BHR/OFDA programs as needed;

Operate BHR/OFDA communications and data processing equipment, to include CAPSAT, BIPSAT, CDS, SATPHONE, CODAN, cellular type mobile phones, hand held R&R radios, and word-perfect computer software. Operate a 4 wheel drive, standard shift vehicle in cross-country conditions;

Submit an end of tour report;

Perform other duties as assigned by the DART Team Leader.

Knowledge/Skills Required:

Minimum 1 year of USAID or USG experience in administrative management with special emphasis in working under civil strife.

Bachelor's degree with advanced training in international relations, economics, food policy or related field.

Experience in emergency relief and humanitarian assistance for three years, knowledge of OFDA operating procedures and USAID Handbook and Foreign Affairs Manual is preferred

Basic computer skills and demonstrated writing capability.

Operate communications and data processing equipment, including cellular type mobile phones, hand held R&R radios, and word-perfect computer software. Operate a 4-wheel drive, standard
shift vehicle in cross-country conditions.

Security clearance as provided by USAID.

Experience in agriculture, food policy, and relief and development issues.  Experience in conflict resolution process will be an asset
