Responsibilities:

The ARA will coordinate disaster response activities and formulate disaster preparedness, mitigation, and training programs. The ARA will travel to affected areas, assess needs and responses, make recommendations, serve as liaison with US Embassies, host governments, NGOs, and IOs, and manage OFDA's varied responses. Develop opportunities for mitigation and training of other response entities. Other associated tasks as required.

QUALIFICATIONS
The preferred candidate must have:

• strong technical, programmatic and organizational skills;
• field experience or related work experience with at least 3-5 years of demonstrated AFRICA-BASED (preferably in East and/or Central Africa) field experience or related work experience with USAID, the PVO/NGO community and/or international organizations;
• understanding of USG disaster assistance activities would be helpful;
• Masters Degree in a related field and/or relevant training and comparable work experience are required;
• demonstrated ability to work independently;
• proficiency in either French, Portuguese, Swahili or Arabic at the S-3/R-3 level is essential;
• extensive travel under often hazardous conditions may be required;
• candidate must be a US Citizen; and
• employment is contingent on the candidate's ability to qualify for a US Government Secret clearance.
